A leading technology and engineering firm located in Singapore is seeking a Programme Manager to lead the end-to-end delivery of large-scale learning transformation initiatives. The successful candidate will manage the multi-agency deployments of Learning Technologies platforms, ensuring compliance with security frameworks and driving user adoption. Candidates should have 10–15 years of program management experience and relevant professional certifications such as PMP and ITIL v4. Our Training & Simulation Systems business has close to 40 years of experience in delivering innovative learning, training, and simulation solutions to customers in the defence, public safety and security, and enterprise domains. We envision to create a better future together through learning, training, and simulation.
This role is responsible for the end-to-end delivery of large-scale, nationwide programmes, with a strong focus on Learning Technologies ecosystems. The role leads Agile and hybrid delivery of mission-critical learning and digital platforms, ensures compliance with government security frameworks and drives enterprise-wide change adoption across agencies and users.
Lead nationwide, multi-agency deployments of Learning Technologies platforms and digital learning ecosystems
Plan and deliver Agile and hybrid programmes covering LMS/LXP, digital content platforms, analytics, AI-enabled learning tools, and integrated systems
Own scope, schedule, cost, quality, risks and inter-agency dependencies
Manage multiple vendors, system integrators and learning solution providers
Deliver programmes spanning end-to-end learning ecosystems, including LMS/LXP, content management, assessment, Talent management, Learning analytics, AI-driven learning tools and smart campus technologies
Manage system integration across SingPass, HR, training, identity management, data platforms and operational systems
Ensure scalability, interoperability, and lifecycle sustainability of learning platforms
Deliver learning systems hosted on GCC2/MCC-compliant environments
Ensure compliance with IM8 security controls, data classification, and accreditation processes
Coordinate security reviews, audits, penetration testing, and Authority-to-Operate (ATO) milestones
Manage delivery across MCC/GCC (multi-cloud / mission-critical cloud) and on-premise/private cloud environments
Lead enterprise-wide change management for learning transformation initiatives
Drive user adoption across instructors, learners, administrators, and command leadership
Coordinate communications, training, and rollout readiness at national scale
Serve as the primary delivery interface for Defence, Home Team or GovTech stakeholders
Lead steering committees and programme governance forums
Manage vendors against contractual milestones, SLAs, and performance outcomes
Manage programme budgets, WIP, milestone-based billing, and change requests
Ensure structured service transition and operational readiness using ITIL /ITSM practices
10–15 years of programme or project management experience
Proven delivery ofpublic-sector programmes
Experience delivering Learning Technologies or digital training platforms in Defence, Home Team or GovTech environments
Strong working knowledge of GCC2, MCC and on-premise cloud
Experience managing nationwide or multi-agency deployments
Strong stakeholder, vendor, and financial management skills
PMP (Project Management Professional) – Mandatory
ITIL v4 Foundation or higher – Mandatory
Agile certification (CSM, PMI-ACP, SAFe) – Preferred
Change Management certification (Prosci / ADKAR) – Advantage
