A global healthcare company in Singapore is seeking a Procurement Contracts Specialist to support Capex contracts management. The role involves conducting procurement activities, managing supplier contracts, and facilitating cost-saving initiatives. As an Procurement Contracts Specialist, you play a key role in supporting the dept on Capex contracts management and procurement.
Project’s Construction Contracts records and coordinate statistical feedback and data gathering eg. costing and contract administration; keep track and report of any Variation on the Project;
Support cost saving initiatives and opportunities to meet project deliverables, objectives and Strategy; Attend meetings and compilation of documents etc., includes request vendor/bidders for new vendor creation;
Conduct pre-contract and post-contract work activities in line with RSTO policies and procedures;
Sourcing, competitive bidding, negotiation of quotation from different suppliers;
Tracks order and confirms system lead times, delivery dates and costs;
Ensures orders adhere to supplier agreements and contracts;
Document estimates and supporting information including the estimate basis and assumptions;
Assist in the development of enquiry documents, including contractual terms and conditions;
Assist in the development of price list in conformance with the subcontract requisition; Issuances, receipt, perform commercial bid analysis, coordination of technical bid evaluation;
Assist in supplier performance data compilation, scorecard compilation;
Assist Roche representative to prepare preliminary and final bid tabulation including award recommendation;
Work with Roche representative to prepare Final Contract documents to account closing;
Perform post contract administration including progress payment applications, change order, monitoring and reporting of contract cost per contractual package;
A degree in Finance & Accounting, Business, Commerce, or equivalent.
Good communication skills and proficiency in English.
At least 1-3 years of experience in procurement field within a performance-driven environment.
Knowledge and experience with SAP, MyBuy or other ERP systems.
Exposure to CAPEX processes or project management will be considered an added advantage.
