A government agency in Singapore is seeking driven individuals to participate in transforming municipal operations. Ideal candidates will have a strong background in project and contract management, and be sensitive to public needs while delivering results. Responsibilities include managing operations transformation, engaging stakeholders, and optimizing service delivery. The Municipal Services Office (MSO) was set up in Oct 2014 to improve the coordination, delivery, and quality of municipal services by Government and Town Councils. These services include the upkeep and improvement of common areas in public and private housing estates, and the upgrading or provision of neighbourhood infrastructure. Having reaped these early, low-hanging fruits, MSO and our partner agencies are now on a multi-year effort to more fundamentally integrate and optimise decision-making and ground operations across the sector. Specifically, we are transforming the way works are scheduled and manpower deployed on the ground, multi-skilling workers to perform multiple, adjacent job functions, and using operations-technology and Command, Control and Communications (C3) concepts to enable more pre-emptive action that meets residents’ needs. The outcomes for residents and Government from this new service delivery model have been promising.
You will be part of a 10-man (and growing!) team steering the full spectrum of municipal operations transformation viz. ground sensing, pre-emptive and reactive case management, consolidation of customer service touchpoints, technology deployment, resource optimisation, contract management and post-implementation reviews. Central to this role is sensitivity to public needs, the translation of these needs into concrete activities with clear business outcomes and working with diverse stakeholders to deliver these outcomes on time and within budget.
