Role Purpose
Lead the planning and execution of instrumentation & control systems commissioning for an FPSO—from yard pre-commissioning through sailaway, offshore hook-up, and start-up. Ensure safe, compliant, and on‑schedule readiness of ICSS (DCS/SIS/F&G), process instrumentation, custody metering, cargo/utility systems, and turret interfaces per class, client, and regulatory requirements.
Key Responsibilities
Planning & Systemization (Yard & Offshore)
- Develop and own Commissioning Execution Plan, ITPs, procedures, and systemization (subsystems, MC/Pre-Comm/Comm packages; limits & handover criteria).
- Review and align with P&IDs, C&E matrices, control narratives, alarm philosophy, instrument index, hook‑up drawings, hazardous area schedules.
- Define readiness gates (Mechanical Completion → Pre-Comm → Comm → RFSU/A) and contribute to SIMOPS planning (construction/commissioning overlap).
Pre-Commissioning (Singapore Yard)
- Lead inspections, terminations, continuity/megger, loop checks, instrument calibration/configuration (HART/FF/Profibus), valve stroke tests, positioners tuning.
- Oversee instrument air systems (compressors/dryers quality), pneumatic tubing integrity, impulse line flushing, leak testing.
- Manage interface checks: ICSS I/O mapping, marshalling, ESD/PSD logic, permissives/trips, overrides, sequences; vendor FAT/SAT coordination.
- Verify F&G detection coverage, cause & effect, voting logic, alarm rationalization; execute functional testing of SIFs (IEC 61511).
FPSO-Specific Commissioning & Start-up
- Commission and functionally test:ICSS (DCS/SIS/F&G) integration with package PLCs (compressors, turbines, generators, seawater lift, produced water, gas dehydration, flare, cargo offloading).Turret & swivel instrumentation and subsea umbilical terminations/interfaces (HPU, ESDVs, PSDs).HIPPS, custody transfer metering (Coriolis/turbine), prover systems; sampling/analyzers (H2S, moisture, dew point, GC).Machinery protection & anti‑surge controls; vibration monitoring systems.Cargo/ballast systems instrumentation, tank level gauging (radar/servo), overfill protection, inert gas analyzers.
- Plan/lead sea trials instrumentation support and offshore hook-up/start-up: performance testing, stabilization, defect elimination.
Safety, Quality & Compliance
- Enforce HSE: PTW, LOTO, confined space, working at height, hot work; conduct toolbox talks; manage overrides/bypasses.
- Ensure compliance with IEC/ISA, IEC 60079 (Ex), class rules (ABS/DNV/LR as applicable), OEM manuals, and client standards.
- Maintain commissioning dossiers: calibration certs, loop test sheets, FAT/SAT reports, proof test records, as‑found/as‑left settings, redlines for as‑built.
- Drive punch list management (A/B/C), NCR resolution, and clean handovers to Operations.
Coordination & Leadership
- Supervise instrument technicians and vendors; coordinate with construction, QA/QC, ICSS, packages, and operations.
- Chair daily commissioning meetings, manage progress tracking, risk registers, and readiness gates.
- Train operators/maintainers on instrument systems; provide early-life reliability support post start-up.
Required Qualifications & Experience
- Bachelor’s degree in Instrumentation/Control, Electrical, or Mechatronics Engineering (or equivalent).
- 8–12+ years instrumentation commissioning experience with FPSO / offshore production projects; 3–5+ years in a lead role.
- Hands-on with ICSS/DCS/SIS/F&G platforms (e.g., Yokogawa Centum/ProSafe-RS, Honeywell Experion, Emerson DeltaV, ABB 800xA).
- Proven commissioning of SIS and interlocks per IEC 61511, and hazardous area compliance per IECEx/ATEX/IEC 60079.
- Competence with HART/FOUNDATION Fieldbus/Profibus tools, loop calibrators, pressure calibrators, multimeters, OTDR.
- Experience with package PLC interfaces and custody metering, HIPPS, compressor anti‑surge, machinery protection.
Preferred / Advantageous
- Singapore yard experience (e.g., Seatrium/Keppel) and class society engagement (ABS/DNV/LR).
- Brownfield tie-ins and live plant integration; familiarity with alarm management (ISA‑18.2).
- Subsea/turret interface knowledge; analyzers (CEMS/GC/moisture/TOC) commissioning.
- Digital completions systems (Aveva/Hexagon/WinPCS), smart commissioning tools, cloud-based punch management.
Certifications & Training (Offshore Readiness)
- BOSIET/FOET with HUET and CA-EBS.
- OGUK/Offshore medical.
- CompEx Ex01–04 or IECEx CoPC (hazardous area) — highly desirable.
- Site HSE: LOTO, Working at Height, Confined Space, First Aid/CPR.
- Singapore familiarity with local WSH practices and client PTW systems.

- ICSS/DCS suites; asset management systems (AMS).
- Fieldbus/HART communicators; calibrators; pressure/vacuum pumps; OTDR; loop/megger testers.
- Commissioning databases (Aveva Completions / Hexagon / WinPCS); MS Office & SharePoint; P&ID/CAD viewers.
KPIs / Success Metrics
- Commissioning progress vs plan and milestone adherence (yard → sea trials → offshore start-up).
- Punch list closure rate; critical defects resolved before sailaway.
- First-Time-Right loop checks/functional test completion; minimal rework.
- HSE performance (permit compliance, near-miss reporting, TRIR).
- Quality of commissioning dossiers and RFSU/A achieved on schedule.
Working Conditions
- Yard-based in Singapore; extended hours during commissioning peaks.
- Offshore rotation during hook-up/start-up (e.g., 28/28 or 35/35, as per client policy).
- PPE and exposure to hydrocarbons/high-pressure systems; strict adherence to site and offshore safety rules.
