POSITION SUMMARY
The Head of Human Resources be a strategic partner to the Group'sleadership, responsible for developing and executing a unified, yet locally relevant, people strategy, primarily across Singapore, China and Indonesia. This role will be based in Singapore and is critical for driving the company's growth in the chemicals, tyres/rubber and essential oils industries by fostering a high-performance culture, ensuring regional compliance, and championing talent management across diverse regulatory and cultural landscapes.
JOB RESPONSIBILITIES:
Organization Transformation
- Define the Future State: Clearly articulate the desired future organizational structure, operating model, and cultural goals.
- Link to Business Strategy: Ensure the transformation efforts are directly tied to the company's long-term business goals, such as market expansion, digital adoption, or cost reduction.
- Drive Decision-Making: Facilitate high-level decisions regarding resource allocation, major policy changes, and structural adjustments necessary for the transformation.
- Model the Change: Senior leaders must actively embody the new behaviours and cultural values to inspire adoption throughout the organization.
Strategic HR Leadership & Organizational Development
- HR Strategy: Develop and implement a cohesive regional HR strategy that aligns with the Lam Seng Hang Group's objectives, growth plans, and values.
- Organizational Design: Partner with senior management to assess and optimize the organizational structure and workforce planning to support business efficiency and future expansion, particularly in the Chemicals, Tyres and Essential Oils divisions.
Regional Talent Management & Acquisition
- Talent Strategy: Oversee the full employee lifecycle, from strategic workforce planning and recruitment to succession planning for critical regional roles.
- Talent Acquisition: Establish regional standards for attracting, assessing, and onboarding of talents in Singapore, Indonesia, and China, focusing on diverse local labour markets.
- Learning & Development: Design and deploy region-wide training and development programs (technical, leadership, and managerial) that address the specific needs of employees in all three countries.
Compensation Benefits and Performance Management
- Total Rewards: Design, implement, and manage competitive, equitable, and locally compliant compensation and benefits structures across the three countries, considering market differences in Singapore, Indonesia, and China.
- Performance Culture: Drive a consistent, fair, and high-impact performance management system that links individual and team goals to Group strategy.
- Budgeting: Manage the regional HR budget efficiently, ensuring cost-effective delivery of HR services and programs.
Compliance and Employee Relations
- Compliance: Act as the regional expert and final point of escalation for all labor law, regulatory, and policy compliance matters in Singapore, Indonesia, and China.
- Employee Relations: Oversee all complex regional employee relations issues, ensuring consistency, fairness, and adherence to local legal requirements and company policy.
- HR Infrastructure: Standardize key HR policies, procedures, and systems (HRIS) across the region for better data management and operational efficiency.
JOB REQUIREMENTS
- Min. Bachelor's degree in Human Resources, Business Administration, or a related field.
- Min. 10 years of progressive HR experience, with at least 5 years in a senior leadership role overseeing multiple countries in Asia (specifically Southeast Asia and China).
- Demonstrated expertise in navigating the complex labour laws and cultural norms of Asia.
- Experience in the industrial, manufacturing, or distribution sector (chemicals, tires, or similar) is a significant advantage.
- Ability to translate business needs into actionable HR strategies and use HR metrics (analytics) to drive decision-making.
- Fluency in Mandarin (Chinese) is preferred.
- Exceptional cross-cultural communication and influence skills.
