Job description

The Head of Enterprise Risk Management (ERM) is responsible for leading the strategic development and management of a comprehensive risk management framework across Changi Airport Group of companies, covering all airport operations, construction project development, engineering & maintenance, commercial, and corporate functions.

This role ensures that risks are proactively identified, assessed, and mitigated to support safe, secure, and resilient airport operations and infrastructure development. The candidate is also expected to be hands‑on in leading and championing initiatives that will fortify CAG’s risk defense and elevate internal risk culture. Given the nature of CAG’s businesses, the ideal candidate should have good expertise and experience in management or risk management or strengthening resilience of complex operations or systems or infrastructure.

Key Responsibilities
Strategic Risk Leadership
  • Develop and execute the ERM strategy aligned with the airport’s operational, safety, and commercial objectives
  • Advise senior management and the board on key risk exposures, mitigation strategies, and emerging threats
  • Champion and lead risk‑related initiatives or programmes across the enterprise
  • Design and maintain a robust ERM framework tailored to complex airport operations, including passenger services, cargo, retail, and infrastructure
  • Establish governance structures and risk committees across departments and subsidiaries
Operational & Safety Risk Management
  • Oversee risk assessments related to airside operations, ground handling, terminal management, system resilience, emergency response, sustainability and infrastructure development
  • Collaborate with safety, security, operations, project development and engineering teams to ensure alignment with ICAO, CAAS, and other local/international regulatory standards
  • Ensure compliance with Singapore aviation regulations (e.g. CAAS, MOM, NEA) and international standards (e.g. ICAO, IATA)
  • Serve as the primary liaison with regulatory bodies, auditors, and external consultants on risk‑related matters
Reporting & Communication
  • Deliver risk dashboards and reports to the board, audit committee, and senior management
  • Promote a risk‑aware culture through training, workshops, and internal communications and engagements
Team and Stakeholder Leadership
  • Build and lead a high‑performing ERM team with expertise in aviation risk, compliance, and analytics
  • Foster collaboration across departments to embed risk management into daily operations
Qualifications
  • Minimum 10-12 years of relevant experience in aviation/transport operations or system maintenance/resilience or infrastructure management/development, with at least 3 years in a senior leadership role
  • Passionate in risk management with strong understanding of operational, systems and infrastructure risks in complex, large‑scale infrastructure settings
  • Proven hands‑on experience in managing operations, systems and infrastructure risks across complex, multi‑functional operations
