Job description
Responsibilities:
  • Direct and supervise all on-site civil construction activities including deep excavation, ERSS installation, piling, diaphragm walls, strutting, decking, and reinforced concrete structural works.
  • Manage and coordinate construction teams, subcontractors, and specialist contractors for complex civil works including tunnelling (TBM/NATM), viaduct construction, and underground structures.
  • Develop and implement construction methodologies, temporary works strategies, staging sequences, and traffic management plans in compliance with LTA/PUB requirements.
  • Conduct daily site inspections to monitor construction progress, workmanship quality, instrumentation readings, and compliance with approved drawings and specifications.
  • Chair regular site coordination meetings, resolve technical and construction issues, and ensure timely achievement of project milestones.
  • Ensure strict compliance with Workplace Safety and Health (WSH) regulations, MOM requirements, and implement comprehensive safety management systems for high-risk civil works.
  • Coordinate with the Project Manager, Design Manager, QP(Design), and PE(Geo) on technical matters, design clarifications, and construction feasibility assessments.
  • Review and approve construction method statements, temporary works designs, lifting plans, traffic management schemes, and other technical submissions.
  • Monitor geotechnical instrumentation data, ground conditions, and implement contingency measures to manage construction risks.
  • Oversee utility protection, diversion works, and coordinate with utility agencies (SP Group, PUB, Singtel, Starhub) to prevent service disruptions.
  • Manage construction costs, manpower deployment, plant and equipment utilization, and material procurement; report variances and implement corrective actions.
  • Liaise with statutory authorities (LTA, PUB, BCA, MOM, NEA, NParks) for inspections, permit applications, and regulatory compliance.
  • Coordinate interface works with adjacent contracts, existing infrastructure, and third-party stakeholders.
  • Mentor and develop site engineering staff, promoting safety culture, technical competency, and continuous improvement.
Qualifications:
  • A minimum of a Bachelor's Degree in Civil Engineering recognized by the PE Board or qualification acceptable to the Commissioner of Building Control as eligible for application as a Resident Engineer, or Recognized Degree in Geotechnical Engineering or related field subject to the acceptance of the SO.
  • Minimum 8 years of engineering experience in civil/infrastructure construction, including at least 5 years of experience in managing construction of civil projects of similar scale and complexity.
  • Proven track record of delivering at least 1 major infrastructure projects (MRT, viaducts, tunnels, water treatment facilities, or equivalent) from commencement to completion.
  • Strong technical knowledge in deep excavation, ERSS systems, piling, diaphragm walls, strutting, tunnelling methods (TBM/NATM), and reinforced concrete viaduct construction.
  • Direct experience in LTA, PUB, or JTC infrastructure projects is strongly preferred.
  • Thorough understanding of Singapore codes of practice, LTA Civil Design Criteria, geotechnical requirements, and local construction standards.
  • Experience in managing large site teams and multiple subcontractors for complex civil works.
  • Proficiency in reading geotechnical reports, structural drawings, instrumentation data, and technical specifications.
  • Familiarity with construction planning tools (Primavera P6 / MS Project) and monitoring systems (instrumentation, survey, CCTV).
  • BCA Registered Engineer (RE) or PE Board Registration is highly advantageous.
  • Strong leadership, risk management, and problem-solving skills in high-pressure construction environments.
  • Excellent communication skills
  • Class 3 Singapore Driving License is an advantage.
