Job description
What the role is:

The Town Council Secretariat (TCS) assists the Ministry of National Development (MND) in overseeing and monitoring the Town Councils’ (TCs) operations, governance, and financial matters. The department formulates and reviews policies related to TCs, including TCs Act, Rules, Regulations and Orders. It also reviews and checks on TCs’ performance to ensure TCs’ compliance with financial regulations in support of TCs’ governance and operations.

What you will be working on:

You will join a team responsible for monitoring the TCs’ financial performance and ensure their compliance to the legal and regulatory requirements. You will assist MND to review the financial statements prepared by TCs, assess TCs’ claims for government grants, attend to financial matters relating to TCs, manage systems development projects and formulate work processes. You will also be required to prepare reports, present to management and coordinate with relevant agencies for data collection.

What we are looking for:

You should have background in Accountancy or be registered as a Chartered Accountant with the Institute of Singapore Chartered Accountants, and preferably with at least 3 years of audit experience. You should be a self-driven individual who is meticulous, with strong financial knowledge and problem-solving skills and the ability to perform under pressure and possess strong analytical and communication skills.
