Role Overview

We are seeking a Senior Procurement Engineer who is responsible for managing, coordinating, and executing the procurement activities of assigned materials, equipment, and subcontracted services within their discipline. The role ensures timely sourcing, negotiation, vendor evaluation, and material delivery in accordance with project specifications, budget requirements, and company standards.

Key Responsibilities
1. Procurement & Sourcing
  • Review project specifications, BOQs, and drawings to identify material and equipment requirements.
  • Source qualified suppliers locally and internationally for relevant discipline materials.
  • Prepare and issue RFQs (Request for Quotations) to suppliers and subcontractors.
  • Analyze technical and commercial proposals to ensure compliance with project requirements.
2. Vendor Evaluation & Negotiation
  • Conduct technical and commercial evaluations of suppliers’ offers.
  • Negotiate pricing, payment terms, delivery schedules, and contractual conditions.
  • Prepare comparison sheets and recommendations for management approval.
  • Maintain relationships with suppliers and ensure performance and reliability.
3. Purchase Orders & Documentation
  • Prepare LPOs (Local Purchase Orders) and coordinate approvals.
  • Ensure all procurement documents comply with company and project procedures.
  • Maintain accurate procurement logs, material tracking sheets, and supplier records.
4. Coordination with Project & Technical Teams
  • Work closely with Project Managers, Engineers, Planners, and the Technical Office to confirm material requirements and priorities.
  • Coordinate with logistics teams to ensure smooth delivery of materials to the site.
  • Resolve any delivery or technical issues related to materials or suppliers.
5. Cost Control & Budget Compliance
  • Ensure all procured items fall within approved budgets.
  • Participate in value engineering by identifying cost-effective alternatives.
  • Monitor and report procurement costs, lead times, and supplier performance.
6. Compliance & Quality Assurance
  • Ensure procured materials comply with project specifications, standards, and QA/QC requirements.
  • Liaise with QA/QC team for inspection, testing, and material approvals.
  • Verify supplier certifications and compliance documents.
7. Reporting & Administration
  • Prepare weekly and monthly procurement status reports.
  • Update procurement schedules and track material delivery progress.
  • Escalate critical issues such as delays, shortages, or supplier non-compliance.

  • Bachelor’s degree in Engineering (Electrical / Mechanical / Civil / Architecture) or Supply Chain Management.
  • 7–12 years of procurement experience in the construction or contracting industry (KSA experience preferred).
  • Strong knowledge of materials, equipment, and suppliers related to discipline (Electrical / Mechanical / Civil / Architectural).
  • Experience with procurement procedures for mega projects is an advantage.
  • Excellent negotiation, communication, and commercial evaluation skills.
  • Proficiency in MS Office, ERP systems, and procurement management tools.
  • Strong command of English (Arabic is an advantage).
