Overview

We are looking for a manager to join our Smart Cities & Places Advisory team. In this role, the Manager will lead consulting teams, oversee complex project delivery, and act as a trusted advisor to our clients. The position requires a strong blend of subject matter expertise, delivery leadership, and commercial acumen spanning smart city platforms, vertical solutions, MSI procurement, budgeting, and the regional stakeholder landscape, particularly across KSA and the UAE. The ideal candidate will bring a deep understanding of smart city vendors and supply chains, while also contributing to business development by identifying opportunities, shaping solutions, and driving the growth of our practice.

Project & Team Leadership
  • Lead and mentor a team of consultants, ensuring quality delivery across multiple projects.
  • Manage end-to-end smart city advisory engagements, from scoping and mobilization through to delivery and closeout.
  • Integrate the smart city deliverables into masterplan and infrastructure design phases, ensuring full alignment with design disciplines.
  • Define and specify smart city systems and services requirements and develop appropriate phasing plans for construction and implementation.
Client Engagement & Advisory
  • Act as the primary client interface, managing relationships with senior stakeholders across government, developers, and operators.
  • Translate client vision into strategies, functional/technical requirements, and implementation roadmaps.
  • Provide subject matter expertise in smart city platforms, vertical solutions, and command & control centers.
  • Advise clients on aligning urban infrastructure and built industry projects with smart city delivery objectives.
  • Lead workshops and stakeholder engagements to capture needs, resolve challenges, and align expectations.
Procurement, Vendors & Commercial
  • Lead the preparation of MSI/DSI RFPs, technical specifications, and evaluation criteria.
  • Conduct vendor assessments, technical and commercial evaluations, and scoring methodologies.
  • Provide cost-benefit analyses and business cases for smart city technology investments.
  • Support budgeting, financial oversight, and commercial governance throughout project lifecycles.
  • Advise on procurement strategies, contracting models, and supply chain management specific to the smart cities sector.
Smart City Governance & Implementation
  • Develop and implement Smart City Governance Frameworks, cover roles, processes, KPIs, and oversight mechanisms.
  • Monitor and coordinate smart city implementation across multiple workstreams during construction and operations.
  • Support integration of smart city platforms and services with urban infrastructure and operational systems.
  • Provide risk management, issue resolution, and dependency tracking for smart city delivery.

  • Lead and contribute to RFP responses, proposals, and fee submissions.

About you
  • MBA, MS degree in engineering / Technology focus.
  • Bachelor's degree in engineering, Computer Science, ICT, or related field.
  • 10–12 years of experience, with 5+ years in smart city advisory, digital transformation, or large-scale urban programs.
  • Proven expertise in procurement and vendor management (RFP preparation, technical evaluations, commercial governance).
  • Experience developing cost-benefit analyses, financial models, and budgeting frameworks.
  • Strong track record of team leadership and project management, ideally in consulting or advisory firms.
  • Demonstrated expertise in System Integration, Smart City Platforms, Command & Control Centers, Urban Mobility & Transportation Systems, Sustainability & Resilience Solutions, or Digital Infrastructure, Cybersecurity, and Data Governance.
  • Strong commercial awareness and ability to balance technical and financial perspectives.
  • Skilled in vendor negotiations, and contract management.
  • Effective communicator with experience engaging executives, authorities, and multidisciplinary teams.
  • Ability to translate strategy into implementation frameworks with measurable outcomes.
