Job Summary

We are seeking a detail-oriented and experienced Procurement Control Specialist to join our team in Saudi Arabia. The ideal candidate should be a Mandarin and English speaker (preferably a Chinese national) with prior experience in Chinese enterprises. This role focuses on the end-to-end management of procurement contracts, schedule tracking, reporting, and compliance control.

Key Responsibilities
1. Contract & Order Management (合同订单管理)
  • Manage the full lifecycle of Purchase Orders (PO) and Subcontracts from issuance to closure.
  • Monitor order status to ensure terms and conditions are met by vendors and subcontractors.
2. Change Management (合同变更管理)
  • Handle contract variation orders (VOs) and amendments.
  • Evaluate claims and negotiate changes in scope, price, or schedule with suppliers to protect company interests.
3. Procurement Planning & Scheduling (采办计划编制与维护)
  • Develop and maintain the Master Procurement Schedule in alignment with the overall project timeline.
  • Identify critical path items and update the procurement look-ahead plan regularly.
4. Progress Tracking & Coordination (采办进度跟踪与协调)
  • Act as the focal point for expediting; track manufacturing, inspection, and delivery progress of materials/equipment.
  • Coordinate internal technical queries and external vendor responses to ensure no delays in the supply chain.
5. Reporting (采办周报、月报编制)
  • Compile and issue accurate Weekly and Monthly Procurement Progress Reports.
  • Analyze data to visualize progress, highlighting areas of concern and recovery plans.
6. Data & Ledger Management (采办台账管理)
  • Establish and maintain the Procurement Status Register (PSR) / Procurement Log.
  • Ensure all procurement documentation and ledgers are up-to-date and audible.
7. Compliance & Risk Management (合规与风险管理)
  • Ensure all procurement activities comply with company policies and local regulations.
  • Identify potential supply chain risks (commercial or schedule-related) and propose mitigation strategies.

Requirements
  • Nationality/Location: Chinese national currently based in Saudi Arabia (Transferable Iqama preferred) or willing to relocate.
  • Language: Native Mandarin and professional proficiency in English (Written and Spoken).
  • Experience:
  • Minimum [X] years of experience in Procurement, Contract Administration, or Project Control.
  • Previous experience working with Chinese Enterprises (SOEs) or international EPC projects is highly preferred.
  • Skills:
  • Proficient in MS Office (especially Excel and PowerPoint).
  • Knowledge of ERP systems (e.g., SAP, Oracle) is a plus.
  • Strong communication and coordination skills.
