Job Description:

Parsons are seeking an experienced Construction Specialist – Wet Utilities (Airfield) (Saudi National) to oversee and inspect wet utility construction works on a major airport airfield and runway development project. This role focuses on inspection, compliance, and quality assurance of potable water, firefighting, stormwater, sewage, and drainage systems, ensuring all works comply with approved drawings, specifications, regulatory requirements, and aviation authority standards.

What You’ll Be Doing:
  • Conduct detailed inspections of wet utility works including potable water, firefighting networks, stormwater drainage, sewage, and irrigation systems.
  • Verify construction activities comply with approved drawings, specifications, ITPs, and method statements.
  • Witness inspections and testing such as pressure tests, leakage tests, flushing, chlorination, and CCTV inspections.
  • Monitor installation of pipelines, chambers, manholes, valves, hydrants, and associated civil works.
  • Ensure materials, workmanship, and installation practices meet project quality standards and authority requirements.
  • Review and close inspection comments, punch lists, and non-conformances.
  • Coordinate with civil, pavement, dry utilities, and MEP teams to manage interfaces and avoid clashes.
  • Liaise with contractors, subcontractors, consultants, and authorities to resolve technical and inspection issues.
  • Support tie-ins, diversions, and connections within airside and operational areas.
  • Prepare inspection reports, NCRs, and compliance records.
  • Maintain inspection logs, test records, and approval documentation.
  • Support preparation of as-built drawings and handover documentation.
  • Ensure all wet utility works comply with approved HSE plans, risk assessments, and method statements.
  • Monitor safe working practices, particularly for excavations, confined spaces, and live services.
  • Ensure compliance with permit-to-work systems and airside safety procedures.
What Required Skills You’ll Bring:
  • Bachelor’s degree in Civil Engineering or related discipline.
  • 5 years of experience in wet utilities construction, supervision, or inspection roles.
  • Experience in airport, airfield, runway, or major infrastructure projects is highly preferred.
  • Strong knowledge of wet utility systems including potable water, firefighting, drainage, and sewage networks.
  • Familiarity with relevant standards and codes (AWWA, ASTM, BS, local authority standards).
  • Ability to interpret utility drawings, profiles, and inspection test plans.
  • Strong inspection, reporting, and quality control skills.
  • Proficient in MS Office and reporting tools.
  • Experience working in airside or operational airport environments.
  • Knowledge of authority approval processes and third‑party inspections.
  • Familiarity with QA/QC procedures, NCR management, and close‑out processes.
  • Experience with document control systems such as Aconex or similar.
  • Relevant inspection or quality certifications are an advant
