Job Description

COMMUNICATIONS TECHNICIAN 1/2POSITION: Communications Technician –

1/2DEPARTMENT: Operations

REPORTS TO: Operations Director FLSA Status: Non-ExemptINCUMBENT:Summary:Under general direction this single position class, performs responsible and technical duties related to the installation, repair, testing, monitoring and maintenance of communication systems and software throughout District facilities. Oversees and administers the operation of Data Flow Systems, Inc.’s (DFS) Supervisory Control and Data Acquisition (SCADA) System for water and wastewater utility systems; and performs other related work as required.Class Characteristics:Communications Technician 1 is the entry level class in this series. Under general supervision, incumbents perform all tasks related to the operation, maintenance and testing of District’s Central and Remote Telemetry Units including the main server, raw water, water treatment plants, water distribution systems, sewer collection systems and wastewater treatment facilities and associated equipment and facilities. As experience and certification is gained, technicians may independently perform more complex tasks. This class may be alternately staffed with Communications Technician 2, and incumbents may advance after gaining experience, obtaining the required level of certification, meeting the qualifications of and consistently performing work of the higher-level class.Communications Technician 2 is the journey level class in this series. Under minimal supervision, incumbents are fully competent to independently perform all tasks related to the installation, operation, maintenance and testing of District’s Central and Remote Telemetry Units including the main server, raw water, water treatment plants, water distribution systems, sewer collection systems and wastewater treatment facilities and associated equipment and facilities. Incumbents in this classification may assist with the training and oversight of less experienced staff.Essential Functions (Illustrative Only):The duties shown are done to differing levels of complexity and under differing levels of supervision depending upon the experience, certification level and training of the incumbent.Higher levels of this class are expected to completely and independently undertake the duties listed, while lower levels may be assigned fewer complex tasks and require instruction and assistance or may singly accomplish only a portion of a listed activity. Essential responsibilities and duties may include, but are not limited to, the following:

• Design, install, maintain, repair, calibrate, and troubleshoot telemetry, communication

systems, and control systems, including PLC’s, relay logic, SCADA systems, and HMI.• Program and operate a variety of complex test equipment used in troubleshooting complex

equipment.• Selects and installs or arranges for the installation of equipment and software at both

central and remote telemetry units.• Makes recommendations for upgrading equipment on an on-going basis.• Maintains the SCADA system and associated remote stations via the SCADA System.• Performs the analysis, organization and preparation of detailed programmed instructions

involving a variety of data for use within the SCADA system parameters.• Maintenance of frequency, FM deviation and power adjustments (required by FCC).• Installs appropriate interface hardware to indication, analog I/O and control points.• Installs and maintains radio transmission units.• Programs Remote Telemetry Units to communicate with the Central Telemetry Unit.• Installs and calibrates analog input devices such as level/pressure transducers, flowmeters,

• Maintains current computer backups of complete SCADA system.• Confers with staff to ascertain nature of projects, form of source information and results

required.• Advises management and water/wastewater operators of system issues.• Participate in training and educational programs and assigned committees as required.

• Make regular assessments of SCADA and communications and all pertinent date to ensure reliable operation

• Operates and maintains various hand and power tools and equipment.

• Assists and coordinates with District’s IT and contractors and representatives of other agencies with work or services to be performed at District facilities.

• Maintains logs, records, and backs up data systems for required reports.

• Inputs data into computer to develop database for generating reports.

• Operates a District vehicle, driving to District facilities for inspection and maintenance work.

• Practices and ensures adherence to District and OSHA safety procedures and requirements.

• Always be on the lookout for unsafe conditions, correct immediately or report.

• Participate in training programs.

pertaining to the operation and maintenance of radio transmitters, analog and digital telemetering systems, frequency shift tone equipment and SCADA equipment.

punctuation.Skill in:• Operating, maintaining and repairing a variety of water treatment and distribution facilities

and equipment.• Perform complex duties related to the installation, testing, maintenance and repair of a variety

of telecommunication equipment.• Ability to fabricate process control panels.• Interpret plans and schematic drawings.• Troubleshoot difficult operational issues quickly to minimize downtime.• Understand complex written and oral directions, and communicate effectively, both verbally

and in writing.• Maintain accurate records.• Observe all safety rules while performing work.• Recognizing and correcting or reporting unusual, inefficient or unsafe operating conditions.• Reading a variety of gauges, charts and meters; recording data accurately and making

A typical way to obtain the knowledge, skills and abilities would be:Education/Certification/License/Experience:For Communications Technician 1• High school diploma or general education degree (GED).• Must possess a valid California driver’s license, have a satisfactory driving record, and be

insurable by the District to operate District vehicles.• Must have successfully completed, or successfully complete within one year of

appointment, the Office of Water Programs (CSU, Sacramento) Water Distribution System Operation, Volume 1 course, or possess a Water Distribution Operator certification, Grade 1 or higher.

• Must have successfully completed, or successfully complete within two years of appointment, the Office of Water Programs (CSU, Sacramento) Water Treatment Plant Operation, Volume 1 course, or possess a Water Treatment Operator certification, Grade 1 or higher.

• Must have successfully completed, or successfully complete within one year of appointment, the Office of Water Programs (CSU, Sacramento) Wastewater Collection Systems course, or possess a Collection System Maintenance certification, Grade 1 or higher.

• One year of electrical or instrumentation experience is desirable.For Communications Technician 2In addition to the qualifications above, the Communications Technician, 2 has:• Must possess CWEA Grade II Electrical/Instrumentation Technician Certification • Completion of SCADA training/certification through Aqua Sierra or similar agency.• Two years’ experience operating, maintaining and testing of District’s Central and Remote

Telemetry Units and related facilities, equivalent to that of a Communications Technician 1.Communications Technician must complete the designated number of contact hours (i.e., continuing education/training requirements) as determined by the California State Water Resources Control Board (SWRCB) or California Water Environment Association (CWEA) to maintain the required certifications. Certifications are required as a condition of continued employment;

failure to comply with SWRCB or CWEA regulations pertaining to required certifications for the position will result in termination of employment.Work Hours:7:00 a.m. to 3:30 p.m., five consecutive workdays as assigned to include one weekend day. Subject to change, as required to meet the needs of the District. Must be willing to work overtime and/or alternate schedule when required. Must be willing to be on standby as needed; therefore, must live within an 18-mile radius of the District’s main facility.
