Overview

Internal Description: GRADE: G12; SECURITY CLEARANCE: NATO SECRET; POST CONTEXT: The J1 Personnel Division manages military and civilian recruitment, retention, personnel management, and professional development. This position supports civilian human resources administration and staff development within HQ JFC Naples (JFCNP).

Responsibilities
  • Manage the full contract cycle for all administered civilians (NATO Civilian, LWR, MWA, Temporary, Consultant, etc.).
  • Manage the complete recruitment process from vacancy identification to appointment for all categories of personnel.
  • Manage payroll, privileges and immunities, and supporting documents for administered civilians.
  • Ensure statements of employment are issued for official purposes (visas, permits, bank accounts, utilities, etc.).
  • Oversee complaint and disciplinary procedures and administer the staff performance management programme and related evaluation systems.
  • Interact with supervisors and employees on performance, grievances, and disciplinary matters; provide mediation and remedial measures.
  • Propose annual and ad hoc training plans; act as primary point of contact for NATO-led training programs for civilians and HQ-specific training programs.
  • Provide periodic reports to CHRM management; liaise with Medical Consultant for medical examinations and long-term illness management.
  • Manage invalidity processes; propose policy changes affecting life cycle management of administered civilians.
  • Deputize for CHRM and participate in committees; deployments to support operations may be required (up to 183 days in a 547-day period).
Qualifications and Experience

Essential

  • Higher Secondary education and completed higher vocational training in human resources management, business administration, law, social sciences, or related field, leading to a formal certification with 3 years related experience, or secondary education with 5 years related experience.
  • At least four years function-related experience in a Human Resources department, including at least one year in a supervisory role.
  • Experience managing the full contract cycle and the complete recruitment process for all categories of personnel.
  • Experience administering the staff performance management programme and related systems.
  • English proficiency at professional level (Listening, Reading, Speaking, Writing); Italian language proficiency required.

Desirable

  • Strong knowledge of civilian HR regulations; prior NATO assignment; experience in international/military environments; prior NATO civilian HR office experience; APMS and ERT training.
Contract

The successful candidate will receive a three-year definite duration contract, potentially followed by an indefinite contract, under NATO Civilian Personnel Regulations. Basic entry-level salary for NATO Grade G12 in Italy is Euro 4,599.62 per month, subject to allowances and pension/health contributions.
