This position provides policy and technical analysis, interpretation of complex gas, electric and telephone utility regulatory matters and other energy‑related issues for the Minnesota Public Utilities Commission.

A Rates Analyst 3 advises the Commission on complex economic, regulatory, and energy policy issues. The incumbent will examine and interpret, orally and in writing, utility filings on such topics as distributed energy resources, grid modernization investments, grid security and reliability issues, rate design, comprehensive energy planning, and related regulatory and energy policy issues. The incumbent will also conduct research and prepare written or oral reports on other regulatory and policy issues before the Commission.

Please Note

This career opportunity is based at the PUC offices in St. Paul, MN and is not available for full‑time remote work. The position will require the employee to work onsite or in‑person for at least 50% of scheduled workdays each month (including travel and off‑site meetings).

Experience & Qualifications

Minimum Qualifications

At least three (3) years of professional experience demonstrating expertise in energy or regulatory research or analysis.

A degree in Economics, Finance, Business, Energy/Public Policy, Public Administration, Planning, Statistics, Law (JD), or a related field is a substitute for professional experience, as follows:

  • Master's degree = 18 months of experience
  • Bachelor's degree = 12 months of experience
  • Associate's degree = 6 months of experience

Preferred Qualifications

  • Understanding of the electric and/or natural gas industries.
  • Understanding of utility economic, financial, ratemaking, energy forecasting, and other regulatory concepts and practices.
  • Knowledge and technical expertise related to distributed energy resources and distribution systems.
  • Ability to perform and present data analysis.
  • Experience working with people of diverse backgrounds and marginalized communities.
  • Ability to conduct research, investigations and to perform complex analyses of regulatory and policy issues.
  • Ability to manage workload and multiple projects at one time.
