Senior Commissioning Lead

The post holder will undertake a key role within Coventry and Warwickshire Integrated Care Board (CWICB) in respect of commissioning children and young people's physical health services.

Working closely with partners in the Local Authorities, Trusts, NHS England/Dept. of Health, Designated Clinical Officers and relevant clinical networks, the role will be pivotal in the planning and transformation of children's physical health services to ensure a joined-up approach to commissioning across the universal and targeted 0-19 pathway and for those with complex needs and disabilities 0-25 (including transition), and to enable the best possible outcomes within the funding available. They will ensure input from clinical staff and undertake all commissioning cycle activities, from needs assessments and consultations, to planning, service redesign and service specification writing.

Main duties of the job

Ensure that services commissioned are effectively specified, setting out the services and required standards and performance outcomes to be met, reflecting national, regional and local plans and ambitions

Support local providers to improve their services based on intelligence and analysis about the development of care elsewhere.

Work in partnership with the local authorities, Trusts and ICB Business Intelligence analysts to ensure the availability of data, utilising both national and local data to analyse and inform commissioning decisions.

Produce business cases, service specifications and financial plans to support the delivery of the ICB's commissioning objectives.

Project manage complex programs of work relating to children services, setting out processes, objectives, timelines, milestones and key performance metrics

Ensure that improvement of the individual's experience and its effective measurement is an integral part of commissioned services

Taking a population health approach, ensure that Public Health and other sources of information support planning decisions so that plans reflect the health and care needs of the population and the development of appropriate service models.

Work with finance and business intelligence colleagues to ensure all commissioned services for children represent value for money and are evidence-based.

Coventry and Warwickshire Integrated Care Board have an agreed vision and principles of how colleagues and partners work together to enable people across Coventry and Warwickshire to pursue happy, healthy lives and put people and communities at the heart of everything we do.

Our Integrated Care Board (ICB) is responsible for commissioning NHS services on behalf of people in Coventry and Warwickshire. In consultation with local partners, it plans the delivery of services in a way that both meets local health and care needs and reduces inequalities between different groups.

Job responsibilities

The post-holder will be a key role within Coventry and Warwickshire Integrated Care Board (CWICB) in respect of transforming and commissioning childrens physical services. Working closely with partners in the Local Authorities (including public health), NHS Trusts, NHS England, Designated Clinical Officers, clinical networks and third sector organisations the role will be pivotal in the planning and transformation of Childrens health, care, support and services to ensure a joined-up approach across the universal and targeted 0-19 pathway, including for those with complex needs and disabilities 0 25 (including transition), and to enable the best possible outcomes for children and young people within the resources available. The role excludes SEND work.

The post-holder will provide subject matter expertise in relation to all childrens physical health services, including long-term conditions such as asthma, epilepsy and diabetes, as well as general paediatric services (acute and community). Work may also span areas and topics such as health inequalities, early years, urgent and emergency care, tier four obesity, the personalisation agenda, palliative care and oral health.

The post-holder will ensure adequate input from clinical colleagues, children and young people service users, parents, families and communities to support needs assessments, priority setting and work programme development, including service redesign.

Taking a population health approach that considers the wider factors that affect health such as culture, housing, education, environment and lifestyles, the post-holder will work collaboratively with communities and the third sector as well as statutory agencies and clinicians, to deliver the NHS England care bundles for children and young people and the ambitions of the Coventry and Warwickshire integrated care system.

Person Specification
  • Educated to Master's degree level or equivalent level of experience working at a similar level in specialist field
  • Evidence of continued professional development
  • Proven knowledge and experience of national children's health policy and national factors affecting direction of children's health and care transformation programmes and services
  • Proven extensive commissioning, strategy, service development and redesign experience within children's health arena and significant knowledge and experience of a multi-agency children's health or social care environment
  • Proven ability to effectively, tactfully and diplomatically communicate, influence, negotiate and build stakeholder relationships in a political environment around children's work
  • Proven ability to undertake needs/gap analyses, identify future risks, develop, collate and analyse quantitative and qualitative information from a range of sources, create and assess options even with incomplete information, draw conclusions and make sound recommendations with rationale
  • Proven high-level of planning and organisational skills; able to prioritise work from a wide range of varied work across multiple workstreams and develop programme and project management plans with milestones and deadlines
  • Proven ability to lead and drive projects, working effectively between strategic and operational activities where required, and proven experience of positively managing relationships with partners, stakeholders and colleagues
  • Significant experience of using Microsoft Office Suite tools including Excel, Word and Powerpoint with excellent keyboard skills and ability to engage in physical activities that include sitting for long periods of time due to this being predominantly a desk-based job
