Overview

ROLE SUMMARY

  • Responsible for the operational management of the building and engineering services on the PFI estate, including staff and sub-contractors.
  • Ensure that engineering maintenance, including contract work, is carried out to appropriate standards and specifications in line with the Project Agreement.
  • Provide expert specialist and professional building and engineering expertise to other estates staff, directors and senior management of the organisation including external agencies.
  • Undertake Authorised Person responsibilities in relation to specified systems.
Responsibilities
  • Support the day-to-day commercial management of the estate management and operation. Develop, implement and manage energy policies for the estate. Manage operation and implementation of the Permit to Work system and Safe Systems at work.
  • Ensure services comply with the Project Agreement, legislative, statutory and HTM requirements.
  • Manage a team to ensure the safe operation of all plant and equipment on the hospital site.
  • Support Commercial Management of the operational element of the contract, including management of the Performance Monitoring systems and ensuring Contract and Commercial Compliance.
  • Deliver cost-effective Planned Preventative Maintenance services.
  • Manage reactive maintenance during normal operating hours and outside operating hours; be on call for emergencies 24/7.
  • Overall responsibility for the management of the Permit to Work System.
  • Contribute to the implementation of energy strategy, policies and initiatives; ensure plant is maintained and operated to optimum efficiency.
  • Encourage and participate in energy-saving schemes and promote economic energy use.
  • Provide technical and professional support to all staff and SPV/Trust officers to develop a team approach.
  • Authorise competent persons.
  • Act as key point of contact with the NHS Trust for estates maintenance services.
  • Undertake employee appraisals/performance reviews and identify training and development needs.
  • Manage via the service desk to respond to service requests within contractual obligations.
  • Lifecycle, Small Works and Projects Management in conjunction with the company Representative and Project Managers.
Key Areas

Communication & Relationship Skills

  • Provide and receive highly complex data; negotiate in procurement and with all levels of staff, from Trust Board to external bodies and suppliers.
  • Exchange, interpret, analyse and communicate complex information to specialists and non-specialists.
  • Maintain formal and informal communications with SPV and Trust managers related to service activities through the Sodexo Representative.
  • Exchange maintenance and project information with specialists, non-specialists, including senior managers and directors; negotiate with contractors and suppliers.

Knowledge, Training & Experience

  • Degree-level or equivalent in Engineering; highly specialist knowledge and skills.
  • Specialist skills in energy management, conversion, leadership and alternative technologies.
  • Professional knowledge gained through degree and postgraduate courses and experience to master’s level equivalent.
Analytical & Judgement Skills
  • Collect and analyse data related to estate management, considering legislation, safety, and policy; diagnose faults and forecast system failures.
  • Resolve staff performance issues and shortages; assess health and safety compliance with risk and COSHH assessments.
  • Make sound judgements across a wide range of issues, considering legislation, safety, and conflicting demands; advise on estates operational matters.
Planning & Organisational Skills
  • Prepare, plan, implement and adjust maintenance and procurement programmes to ensure 100% site availability; allocate resources accordingly.
  • Ensure appropriate human, technical, financial and training resources are planned and organised.
  • Develop long-term strategic estates operation plans to support organisational objectives for critical services.
Other Responsibilities
  • Use of fine tools and equipment; capacity to work in plant areas, climb ladders and access confined spaces. Manage and promote health, safety and well-being; deliver training and performance reviews.
  • Line management for estates operational staff; conduct PDRs and development planning.
  • Management of CAFM system data; generate reports and analyse information for estates and energy management.
  • Responsible for policy development and implementation for estates service in relation to the PFI; review policies for suitability.
Health, Safety & Working Conditions
  • Take reasonable care for own health and safety and that of others; comply with statutory regulations and local policies.
  • Work in challenging environments (noisy, hot, humid) and travel to site for maintenance activities, including sewage and pest control when required.
