Job description

We are working closely alongside with a local authority in Tower Hamlets to assist with the appointment of a Street Trading and Market Operations Officer on a 3-months contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay

£21.44 – £28.29 per hour

Summary

This is a frontline, operational role focused on the management, control, and monitoring of all street trading and market-related activities within the borough. You will ensure the enforcement of Council regulations, by‑laws, and national legislation, such as the London Local Authorities Act 1990. The role requires a highly flexible approach, as you will be expected to work outdoors in various locations, including evenings and weekends, to meet service requirements.

Responsibilities
  • Monitor and control street trading and market activities to ensure compliance with Council regulations and by‑laws.
  • Take appropriate action regarding breaches of criminal, civil, and bye‑laws, including issuing Fixed Penalty Notices (FPNs), summons, or reporting offenders for legal proceedings.
  • Manage traffic movements during market set‑up and breakdown and ensure traders' vehicles do not obstruct the public highway.
  • Serve as the first point of contact for the public and traders, resolving complaints and enquiries with initiative and sensitivity.
  • Issue daily licences to casual traders and manage the administration of competing demands for limited pitches.
Essentials
  • Strong knowledge of street trading legislation, specifically the London Local Authorities Act 1990 (as amended).
  • Understanding of health and safety principles to report defects in market structures or fabric.
  • Previous experience dealing with traders and the general public in a professional capacity.
  • Demonstrated experience in managing conflict in public environments and settling disputes on‑site.
  • Proven experience in identifying operational problems and initiating quick, effective action.
