About the Role

We are seeking an experienced and motivated Senior Quality Assurance and Improvement Officer to lead and implement quality assurance frameworks across adult social care services in Devon. This pivotal role is essential in delivering strategic leadership and robust quality assurance within the independent market sector, ensuring compliance with the Care Act 2014 and the Adult Social Care Reforms of 2022.

You will take a locality lead for quality assurance and improvement across the three market sectors:

  • Care with Accommodation (supported living, care homes and extra care housing)
  • Regulated personal care and support
  • Unregulated support services (including enabling, reablement, day opportunities, and Personal Assistants)
Why This Role Matters

Devon has an increasing population of elderly residents that require services to maintain independence within their chosen communities. We also provide services and support to individuals and families with learning, physical, or mental health disabilities. The Adult Social Care function within Devon County Council commissions £300 million of care services through contractual arrangements with around 1,200 external private, independent, and voluntary sector providers, and a further 1,500 Personal Assistants.

Key Responsibilities
  • Develop and manage quality assurance and improvement programmes for adult social care services.
  • Lead quality reviews, investigations, and compliance checks in line with Care Quality Commission standards.
  • Produce and analyse qualitative and quantitative data to inform risk profiling and service planning.
  • Collaborate with commissioning teams, providers, and partner agencies to drive continuous improvement.
  • Manage a small team of officers and provide expert guidance on quality systems and processes.
