Job summary

A recruitment agency is seeking an experienced SEND Specialist to lead a review and improvement project for Gloucestershire's Local Offer. This hybrid role will focus on accessibility and alignment with national policy. Ideal candidates will have a relevant degree and proven experience in SEND service reviews. SEND Specialist – Local Offer Review & Improvement Project Gloucestershire

Contract: fixed-term project role
Duration: 5 January 2026 – 31 March 2026
Location: Hybrid (primarily home-based with some in-person stakeholder meetings)
Day Rate: £525 per day

About the Role

Pertemps is recruiting an experienced SEND Specialist to lead a focused review and improvement project for Gloucestershire’s Local Offer, ensuring it fully meets the needs of children and young people with Special Educational Needs and Disabilities (SEND), their families, and professionals across the Local Area Partnership. This role will drive accessibility, alignment with national policy priorities, and system-wide improvement across Education, Health and Care. You will bring specialist SEND expertise, strong stakeholder engagement skills, and a commitment to co-production.

Key Responsibilities
  • Conduct a comprehensive review of the current Local Offer from multiple perspectives (parent carer, young person, professionals including SENCOs, health practitioners, social workers, Ofsted/CQC inspectors).
  • Assess content for accessibility, relevance, accuracy, and compliance with national policy, with emphasis on:
    • Local Inclusion Support Offer (LISO)
    • Alternative Provision Specialist Taskforce
    • ELSEC
    • Whole School Improvement Programme
  • Identify gaps in Education, Health and Care services and provide actionable, evidence-based recommendations.
  • Develop a detailed project plan, timeline and governance structure to support sustainable improvements.
  • Work collaboratively with partners, stakeholders, and families to co-produce solutions.
  • Use expert SEND knowledge to support effective local area implementation.
Person Specification
Qualifications
  • Degree or equivalent in Education, Health, Social Care, or a related discipline.
  • Evidence of ongoing CPD in SEND and inclusion.
  • Project management qualification (PRINCE2, Agile) desirable.
Knowledge
  • In-depth understanding of SEND legislation, statutory guidance and the SEND Code of Practice.
  • Strong understanding of national policy priorities in relation to SEND.
  • Familiarity with Ofsted/CQC inspection frameworks.
  • Knowledge of multi-agency working across Education, Health and Care.
Experience
  • Proven experience leading or contributing to SEND service reviews or Local Offer development.
  • Demonstrated experience of co-production with parent carers, young people, and wider stakeholders.
  • Strong project planning, governance and delivery experience within complex systems.
  • Experience working collaboratively across education, health and social care.
  • Previous involvement in inclusion strategies or Whole School Improvement.
Skills & Competencies
  • Strong analytical skills with the ability to critically review content and identify improvements.
  • Ability to ensure outputs meet accessibility standards (e.g., WCAG).
  • Excellent organisational and project-planning skills.
  • Exceptional written and verbal communication skills, able to present complex information clearly.
