A leading housing sector organization is recruiting for a Contract IT Programme Manager to oversee complex property technology implementations. This role requires strong programme leadership and stakeholder management. The ideal candidate will have extensive experience in IT connectivity and managing multi-supplier environments. The contract is for 3 months with a market rate of approximately £560 per day, and is mostly remote with occasional site visits in the UK.

Contract IT Programme Manager Property & Technical Infrastructure | Housing Sector

We are recruiting a Contract IT Programme Manager for a housing-sector organisation undertaking a complex programme of property technology technical infrastructure implementations and upgrades. This includes connectivity around systems such as boiler monitoring and management solutions, warden-call / connected safety systems, and wider estate-based technical infrastructure that integrates with central applications and call-centre environments.

This is a senior delivery role requiring a strong blend of programme leadership, connectivity technical IT understanding, and stakeholder management across operational, property and technology teams.

3 months + probable extension.

Rate

c£560 per day outside IR35.

Start Date

Mid January 2026

Location

Remote. Must be UK based as occasional need to visit client site in London and Northern UK.

Key Responsibilities
  • Programme managing multiple concurrent projects covering connectivity building-embedded technical systems
  • Translating operational, connectivity and property technology requirements into clear, deliverable technical specifications
  • Coordinating and overseeing multiple third-party suppliers and specialist vendors
  • Managing complex dependencies across IT infrastructure, networking, telephony and connected systems
  • Leading analogue-to-digital transformation initiatives within estates and buildings
  • Establishing and maintaining strong programme governance, reporting and controls
  • Acting as the central interface between senior stakeholders including wardens, housing operations, property teams, IT specialists etc.
Required Experience & Skills
  • Proven experience as a Contract IT Programme Manager delivering complex technical programmes
  • Strong technical background in IT connectivity, infrastructure, networking and integrated systems
  • Demonstrable experience managing multi-supplier delivery models without a prime contractor
  • Track record of delivering programmes involving complex telephony, networking and connectivity.
  • Excellent stakeholder management skills across technical and non-technical audiences
  • Experience within Housing Associations, social housing, housing construction or the wider built environment or similar property technology environments which are regulated.
  • Comfortable operating in fast-moving, operationally sensitive environments
