Job description

The Race and Health Observatory are looking for an experienced Implementation Manager to lead the delivery of our implementation programme. You’ll manage projects that enable the NHS and partners to put our evidence-based recommendations into practice, addressing racial and ethnic inequalities in health and workforce.


Main duties of the job

As Implementation Manager for the NHS Race and Health Observatory, you will:



  • Manage the operational delivery of the Observatory’s implementation programme, embedding the RHO toolkit to drive and measure progress on evidence-based recommendations.

  • Facilitate cross‑organisational and stakeholder collaboration to implement recommendations from RHO reports and translate them into system‑wide impact.

  • Develop and manage a national community of practice to support the spread and use of anti‑racism implementation tools.

  • Support the design and delivery of agile funding programmes for community organisations, enabling inclusive and responsive implementation initiatives.

  • Produce impact case studies and guidance documents, contributing to strategic reporting and showcasing the value of implementation work across the system.

About us

The NHS Race and Health Observatory (the Observatory) is an independent organisation, set up to explore ethnic inequalities in access to healthcare, experiences of healthcare, health outcomes, and inequalities experienced by Black and minority ethnic members of the health and care workforce. In doing so, it assesses aspirations in these areas as outlined in national healthcare policy, including those set‑out in the NHS 10 Year Health Plan. It is a proactive investigator, providing strong recommendations that inform policy‑making and facilitate change. It is evidence‑driven and solution‑focused.


Job responsibilities


  • Manage the operational delivery of the Observatory’s Implementation programme, including embedding the use of the RHO Implementation toolkit to develop and measure progress on evidence‑based recommendations.

  • Work with colleagues across the organisation and other key stakeholders, to facilitate effective implementation of recommendations from RHO reports.

  • Manage the day‑to‑day management of implementation of RHO recommendations, working with the RHO senior clinical advisers and other team members to drive and document impact.

  • Manage the Observatory’s benefits register and contribute regularly to reporting, including preparing reports for the RHO Board, as well as producing impact case studies and guidance documents as support offers to the system.

  • Support the Head of Implementation to develop and manage RHOs agile implementation funding programme for community organisations and other implementation‑related initiatives.

  • Support the Head of Implementation to develop and deliver RHOs digital health programme of work.

  • Manage the Implementation teams communications strategy and activities, with support from the RHO communications team.

  • Develop and manage a national RHO community of practice to support the development, spread, and sharing of anti‑racism implementation tools.

  • Work with the Head of Implementation to prepare papers, presentations, short reports and briefings for the Director of Implementation.

  • Perform other related work as may be required and is commensurate with the grade.


Person Specification

Experience

Essential


  • Experience managing complex healthcare implementation projects or programmes, with demonstrable evidence of successful delivery and measurable impact.

  • In‑depth knowledge of contemporary health, race, and equality policy, service delivery challenges, and the healthcare structure in England, evidenced through previous project work.

  • Proven ability to use project management tools and systems to track progress and support delivery.

  • Strong stakeholder management skills, with experience engaging senior NHS leaders and diverse community organisations, and influencing outcomes without direct authority.

  • Demonstrated experience applying quality improvement methodologies in healthcare settings.

  • Sound understanding of research methods and evaluation techniques.

  • Experience of co‑design or collaborative approaches with staff, service users, or communities to embed evidence‑based recommendations.

  • Demonstrated ability to influence and negotiate outcomes, including coordinating work across teams without direct authority.

  • Excellent communication skills, with the ability to tailor written and verbal outputs for different audiences.

  • Highly organised, responsive, and able to work independently in complex, politically sensitive environments, balancing competing priorities under pressure.
