About the Human Tissue Authority

The Human Tissue Authority’s (HTA’s) primary goal is to protect public and professional confidence in the safe and ethical use of human tissue. We are the national independent regulator for organisations that remove, store and use tissue for research, medical treatment, post‑mortem examination, teaching and public display. We also approve organ and bone marrow donations from living people. With the interests of the public and those we regulate at the centre of our work, we aim to maintain confidence by ensuring that human tissue is used safely and ethically, with proper consent.

Why this could be a great role for you

An opportunity has arisen for a highly motivated individual with regulatory experience, or experience in the fields of tissue banking, organ donation and transplantation or working with human tissue samples in a research setting, to join the HTA as a Regulation Manager (RM).

Role responsibilities

The RM role is varied and involves leading on regulatory assessments and site visit inspections, as well as providing clear, evidence‑based advice and guidance to colleagues and external stakeholders. The role holder will be expected to contribute to the development, implementation and delivery of robust systems and processes for licensing, inspections, regulatory assessments, investigations, incident review and enforcement, as well as to support wider organisational change initiatives.

What you will bring
  • High standards of professional behaviour aligned with the HTA’s core values of collaboration, openness, respect and excellence.
  • Ability to remain calm under pressure.
  • Flexibility in approach and comfortable working with competing demands on time.
  • Comfortable dealing with issues involving the management of the deceased, which can include inspecting facilities where this happens.
  • Willingness to travel regularly across the UK for work‑related purposes, such as carrying out site visit inspections.
Essential criteria
  • Strong analytical skills – the ability to review and analyse large quantities of complex information and assess risks.
  • Excellent oral and written communication skills – the ability to write clearly and persuasively in plain English, adapting style to the audience.
  • Confident and competent interaction with a wide range of stakeholders, virtually and face‑to‑face, representing the organisation with an authoritative voice.
  • Work effectively under pressure and respond constructively to challenge and disagreement.
  • Forward‑plan work – prioritise and re‑prioritise as circumstances change and in accordance with organisational need.
  • Ability to work effectively, independently and constructively as well as in a supportive fashion when working as part of a team.
Desirable criteria
  • Relevant postgraduate qualifications – e.g., a PhD in a relevant subject area.
  • Experience in one of the sectors regulated by HTA: Human Application (HA), Organ Donation and Transplantation (ODT) or Research.
  • Appropriate alternative professional experience – experience in a relevant industry, healthcare institution or other regulatory body.
