They are seeking a proactive HSE Manager to drive safety and environmental performance.

HSE Manager – Job Overview

The HSE Manager will ensure compliance with all regulatory and legal requirements while fostering a culture of safety and environmental responsibility. This role will lead the HSE function, contribute to executive decision-making, and champion continuous improvement across all areas of the business.

The successful candidate will be a visible advocate for HSE, ensuring employees, management, regulators, and other stakeholders view health, safety, and environmental compliance as integral to daily operations.

Responsibilities
  • Manage, implement, and communicate ISO 45001 & ISO 14001 management systems.
  • Conduct accident and incident investigations, perform root cause analysis, and implement preventive actions.
  • Investigate and resolve non-conformances.
  • Plan, implement, and review internal and external audits.
  • Maintain awareness of HSE legislation, standards, and best practices, communicating changes to the business.
  • Maintain and manage the site Legislation Register to ensure compliance.
  • Organise and deliver HSE training programmes for site personnel.
  • Develop and manage safety programmes including Confined Space Entry, Lockout/Tagout, Hazard Communication, Emergency Response, Fall Protection, and Respiratory Protection.
  • Oversee site safety protocols, inductions, signage, and access controls.
  • Coordinate and lead the site safety committee.
  • Support Process Safety team in hazard assessments (PHA, HAZID, HAZOP, LOPA, HFA, ALARP) in line with COMAH regulations.
  • Liaise with regulators, emergency services, and local authorities regarding emergency planning and drills.
  • Act as Fire Officer, maintaining fire risk assessments and implementing control measures.
  • Report HSE performance, risks, and opportunities to senior management.
  • Manage COSHH assessments and ensure chemical safety compliance.
  • Develop and implement environmental strategy, manage permits, and report any breaches to regulators.
  • Conduct environmental risk assessments and support sustainability initiatives.
  • Carry out other reasonable duties in support of the business objectives.
HSE Manager – Job Requirements
  • Proven leadership with the ability to promote a positive HSE culture.
  • Strong knowledge of chemical industry HSE legislation and best practice.
  • Experience in risk assessment and COSHH management.
  • Knowledge and experience of ISO 45001 & ISO 14001 management systems.
  • Experience on COMAH-regulated sites.
  • Ability to lead emergency drills and scenario-based training.
  • Experience presenting to groups, including senior management.
  • Internal audit experience.
  • Previous experience in a similar HSE management role.
  • Experience chairing committees or leading cross-functional teams.
  • Coordination of site-wide training programmes.
  • Degree in a relevant subject.
  • NEBOSH Level 3 Certificate (or equivalent).
  • IOSH Managing Safely.
  • Supervisory / Management Qualification (ILM, NEBS).
  • Lead Auditor for ISO 45001, ISO 14001 (and ISO 9001).
Salary, Benefits and Additional Information
  • Salary: 45,000–50,000
  • 33 days holiday (including bank holidays).
  • Company pension scheme (3% employer, 5% employee).
