Overview

Role Overview: One of my local government clients is seeking an experienced Housing Capital Investment Operations Manager to oversee the delivery and management of the Council's statutory capital property investment programme. This role is crucial in ensuring that the housing stock receives timely and efficient capital investment, stock condition surveys, cyclical maintenance programmes, and adaptations to tenant homes in line with statutory landlord duties.

Responsibilities
  • Manage all aspects of the Council's housing capital investment programme, excluding gas, electric, and voids.
  • Oversee stock condition surveys, cyclical programmes, and adaptations to Council tenants' homes to ensure compliance with the Landlord and Tenant Act 1985, Housing Act 2004, and other relevant legislation.
  • Ensure the financially compliant procurement of contractors and suppliers in line with the Council's capital investment obligations and the Decent Homes Standard.
  • Implement and enforce health and safety procedures within the Capital Investment teams.
  • Lead and manage Capital Investment teams based at Robinson Way and Fleming Road depots, ensuring safe and legal landlord repairs and maintenance functions.
  • Support the Head of Repairs and Development in navigating legislative changes affecting service delivery and provide guidance to other council services impacted by these changes.
Candidate Profile
  • Proven experience managing capital investment programmes in social housing or local government sectors.
  • Strong knowledge of housing legislation including the Landlord and Tenant Act 1985 and Housing Act 2004.
  • Experience in procurement and contractor management ensuring financial compliance.
  • Excellent leadership skills with the ability to manage multiple teams across locations.
  • Sound understanding of health and safety regulations related to housing repairs and maintenance.
