Overview

A client within the Public Sector based in Lincolnshire is currently recruiting for a Strategic Lead Highway Maintenance & Operation to join their Highways and Operational Service Team as soon as possible. The client is offering a full time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a Highways/Transportation environment.

The Role

Key purpose of the role is to provide strategic leadership and operational oversight of the Council's Highways and Operational Service, securing funding streams and working collaboratively with the Greater Lincolnshire Mayoral Combined Authority to deliver the Local Highway Plan strategy.

  • Leading a multi-disciplinary group of engineers and technical staff to deliver highway functions including Street Lighting, Highway Asset Maintenance, Structures, Flood Risk, Drainage and Highways Operations.
  • Championing a safety-first approach for all staff and work sites.
  • Providing expert advice and guidance on works programmes, budgets, best practice and legislation.
  • Developing and maintaining strong relationships with stakeholders, contractors, elected members, and community representatives.
  • Identifying and securing external funding opportunities to ensure value for money and efficiency savings.
Candidate

To be considered for this role you will require:

  • A minimum Level 6 qualification (or equivalent experience) in a relevant technical subject.
  • Membership of a professional body such as IHE, ICE, or IHT.
  • Management qualification or significant experience in a leadership role.

The below skills would be beneficial for the role:

  • Excellent knowledge of highway-related legislation, delivery, and best practice.
  • Strong stakeholder management and negotiation skills.
  • Ability to manage complex workloads, deliver strategies, and lead high-performing teams.
Salary and How to Apply

The client is looking to move quickly with this role and as such are offering £32 per hour Umbrella LTD Inside IR35 (approx. £26 per hour PAYE).
