Role Purpose
The Chief Information Officer (CIO) & Technology Value Stream Lead – Securities Services is accountable for the end‑to‑end technology strategy, architecture, delivery, and production performance of the Securities Services franchise, encompassing Custody, Fund Services, Product Solutions and Digital Assets Technology plus Production Services and Transformation.
Reporting directly to the CIB CIO and serving as a member of the Securities Services CEO ExCo, the role provides enterprise‑level leadership across the full value stream — integrating engineering, production, service management, and innovation into one unified delivery model.
This leader defines and delivers the technology vision for Securities Services globally, acting as the strategic technology partner to the business and as the Senior Technology Ambassador for clients, regulators, and external partners.
In addition, this role will partner with the CTO organisation and key CIB Business stakeholders in driving and delivering a cohesive and comprehensive technology and platform strategy aligned to the demands of the CIB Business and GCIO goals, covering AI, Data and Applications requirements across CIB.

Through deep partnership with the business and global collaboration, this role ensures Securities Services remains at the forefront of digital innovation, operational resilience, and client excellence within the CIB.
Scope of Accountability
The Securities Services CIO has end‑to‑end accountability for the Securities Services Technology Value Stream, including:
- Technology Value Stream Ownership: Full accountability for the strategic direction, architecture, funding, delivery, and performance of all technology within the Securities Services franchise.
- Production Services: Owns all production support, incident management, and service resilience functions, ensuring platform stability, performance, and operational continuity across global systems.
- Value Stream Services: Oversees shared services, automation, and platform enablement layers that support core custody, fund services, product solutions and digital asset businesses.
- Sub–Value Stream Development: Leads technology innovation and development across sub‑value streams — including Data & Reporting, Connectivity, Regulatory Enablement, and Client Experience.
- Digital Assets Technology: Integrates digital custody, tokenization, and distributed ledger capabilities into the broader post‑trade ecosystem along with markets businesses.
Key Responsibilities
Strategic & Technology Leadership
- Define and execute the Technology Value Stream strategy for Securities Services, ensuring alignment with the CIB and Enterprise technology vision.
- Partner with the SSV CEO, COO, and ExCo to ensure technology is a primary enabler of growth, efficiency, and client differentiation.
- Drive modernisation and architectural simplification through modern architectural patterns and contemporary technology.
- Embed Digital Assets Technology into existing post‑trade platforms, supporting innovation in digital custody and blockchain‑based settlement.
- Define and deliver a multi‑year transformation roadmap balancing modernization with operational resilience and regulatory compliance.
Production Services Leadership
- Own global Production Services for the Securities Services franchise, ensuring 24x7 platform stability and incident response.
- Drive a culture of proactive risk management, continuous improvement, and operational excellence.
- Lead modernisation of the production environment using AI‑driven observability, automation, and predictive diagnostics.
- Maintain strong control frameworks across change management, release governance, and service continuity.
Engineering & AI Enablement
- Lead the Engineering Efficiency and Automation Agenda, embedding Agentic AI across software delivery and production operations.
- Champion engineering excellence through DevSecOps, SRE, and CI/CD practices.
- Partner with Head of Transformation, China and India CoE Site Leads to expand global engineering capacity, innovation, and technical depth.
- Define and measure engineering KPIs including speed, quality, cost‑to‑change, and resilience.
Value Stream Services & Sub‑Value Stream Development
- Govern and optimise all Value Stream Services, including shared data, workflow automation, and client‑facing API frameworks.
- Lead Sub‑Value Stream Development across data, client experience, and reporting — ensuring alignment with enterprise architecture and data strategies.
- Drive interoperability and reuse across global platforms to improve time‑to‑market and reduce total cost of ownership.
- Integrate AI, data analytics, and digital workflow enhancements to streamline operations and elevate client experience.
Client & Business Engagement
- Act as the Senior Technology Ambassador for Securities Services — representing the technology franchise in client engagements, RFPs, and industry forums.
- Attend client sites globally to present the technology roadmap, innovation strategy, and operational performance.
- Partner with business and product leaders to design and deliver client‑driven digital capabilities.
- Build strategic relationships with industry partners, fintechs, and regulators to shape market standards and digital evolution.
Global Team Leadership
- Lead a global senior technology organization, including MDs, Regional CIOs (EMEA and APAC), and CoE Site Leads (China and India).
- Foster a culture of accountability, innovation, and empowerment.
- Develop future leaders and strengthen diversity and inclusion across the global technology workforce.
- Align regional and functional delivery through clear objectives, governance, and cross‑stream collaboration.
Financial, Vendor & Governance Accountability
- Manage the global Securities Services technology budget with transparency and discipline.
- Lead vendor strategy and contract management, ensuring performance, resilience, and commercial optimisation.
- Drive adoption of shared services and reusable platforms to maximize efficiency and reduce cost.
- Chair SSV Technology Investment and Risk Committees, ensuring compliance, control, and effective prioritization.
Experience & Qualifications
- 20+ years in technology leadership within Securities Services, Custody, Fund Administration, Markets or Post‑Trade Operations.
- Proven track record of Value Stream or end‑to‑end platform ownership within a large financial institution.
- Deep experience managing global delivery and production organizations (1,000+ staff).
- Demonstrated success implementing AI‑driven engineering, automation, and modern development pipelines.
- Strong understanding of Digital Assets, blockchain integration, and regulatory technology enablement.
- Experienced in engaging at C‑suite, client, and regulator levels globally.
- Advanced degree in Computer Science, Engineering, or related discipline; MBA advantageous.
