Overview
Location - can be Birmingham or London
Base salary: £54,878pa to c.£64,562pa depending on skills and experience. In addition, we offer a flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits.

Responsibilities
- Manage the investigations team, including resource allocation, direction, and caseload management. This includes recruiting, training, and supervising investigators, as well as assigning cases, setting priorities, and providing guidance. The manager ensures all investigations are conducted effectively and efficiently.
- Oversee the investigation process from allegation or whistleblowing case through allocation and recording to reviewing completed cases and proposing closure. This encompasses the entire lifecycle of an investigation, ensuring investigations are thorough, objective, and compliant with relevant regulations.
- Maintain provision of and access to qualified investigators who meet Government Standards and facilitate ongoing professional development and stay updated on industry best practices.
- Manage reporting routes for staff, contractors, and the public regarding fraud, bribery, and corruption concerns. Establish clear and accessible channels for reporting suspected wrongdoing and ensure prompt assessment and triage of incoming reports.
- Oversee counter-fraud, bribery, and corruption training for relevant stakeholders.
- Oversee Tier 1 contractors' business conduct to ensure compliance and ethical behaviour, including monitoring contractor activities, reviewing compliance programs, and conducting due diligence to mitigate fraud, bribery, and corruption risks.
- Ensure the proper operation of the whistleblowing facility, including accessibility and appropriate investigation of allegations.
- Manage non-fraud (business ethics) investigations on behalf of other departments, such as IT policy breaches and harassment.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all work, and comply with organisational initiatives, policies and procedures on EDI.

Skills
- Investigative Analysis - Ability to interpret and evaluate information gathered during investigations and provide recommendations regarding offences/breaches.
- Business Ethics and Conducts - Ability to undertake multiple investigations concurrently in a dynamic environment.
- Reporting - Ability to produce and present information to various stakeholders autonomously, tailoring content for different audiences.
- Stakeholder Management - Ability to build relationships with internal and external colleagues at all levels and manage conflicts, conducting difficult discussions/interviews and closing matters promptly.
- Communicating and Influencing - Able to conduct difficult discussions/interviews and close matters in a timely manner.
- Leadership - Ability to set clear direction, enable delivery through others, and maintain team performance and accountability.
- Development - Able to coach and share knowledge to help others develop, including creating and delivering fraud awareness training.
Knowledge
- Professional accreditation in a fraud discipline (e.g., CFE, PIP Level 2, ACFS - Expert).
- Knowledge of relevant civil/criminal law.
- Knowledge of procurement/contract management processes and related fraud risks, red flags, controls, and investigation techniques.
- Knowledge of property/land fraud risks and mitigation.
Experience
- Demonstrable experience operating in a matrix management environment.
- Experience in a corporate fraud investigation environment.
- Experience conducting complex fraud investigations, particularly related to procurement and contract fraud in a large corporate setting.
- Experience giving evidence at Crown Courts, tribunals and disciplinary hearings.
- Experience in detecting and investigating complex procurement/contract fraud.
