Overview

Financial Business Partner - Commercial & Transformation Location: Bromley (Hybrid - average 1 day per week in the office)
Rate: £63 per hour (Umbrella)
Contract: Interim / Contract 3 to 6 months ongoing 36 hours per week
Directorate: Finance & Corporate Services

The Role: Reporting to the Deputy Director, Finance & Property, you will provide expert financial and commercial business partnering across transformation initiatives, with an initial focus on commercialisation, income generation, fees and charges, trading models, contracts, and cost reduction. The role requires strong modelling capability combined with the ability to influence senior stakeholders and drive delivery in a complex local government environment.

Key Responsibilities
  • Act as finance lead across transformation projects, supporting option appraisal, commercial decision-making, and governance
  • Develop, review, and challenge business cases, financial appraisals, and investment proposals
  • Build and maintain robust financial models including cost-benefit, sensitivity, break-even, and scenario analysis
  • Provide clear reporting on programme costs, savings, benefits realisation, risks, and forecast outturns
  • Design and embed processes to capture and evidence costs, savings, and benefits aligned to MTFS assumptions
  • Extract, reconcile, and analyse complex financial and non-financial data from multiple sources
  • Partner closely with Directors, Programme SROs, project leads, and corporate teams to support evidence-based decisions
  • Present complex financial insights clearly to non-finance audiences and senior decision-makers
  • Ensure strong financial controls, auditability, and continuous improvement in reporting and analysis
About You
  • CCAB qualified accountant (or equivalent senior finance/commercial experience)
  • Experience working in a council or housing association
  • Strong local government finance knowledge, including budgeting, forecasting, and MTFS impacts
  • Proven experience developing and challenging business cases and complex financial models
  • Demonstrable commercial acumen across income generation, pricing, contracts, and value-for-money
