Job description
About us

The Office for Product Safety and Standards (OPSS) is part of the Department for Business and Trade, and exists to make regulation work to deliver real world impact. Regulation is a powerful Government tool to address market failures, influence behaviour and promote positive action, and can be an enabler of growth, innovation and efficiency.  Our primary purpose is to protect people and places from product-related harm, ensuring consumers and businesses can buy and sell products with confidence.

Your work with us

When you join us in this pivotal role, you’ll be a senior member of our Heat Networks team, and play an important part in building a sustainable and efficient energy landscape for the country. Working at the forefront of driving compliance with the heat networks sector, you’ll collaborate closely with key stakeholders, including the Department for Energy and Net Zero, OFGEM and internal teams as you develop and execute strategies that achieve our regulatory goals. Leading a highly professional team of enforcement officers and technical experts, you’ll be responsible for creating and implementing our operational plans, including financial management and performance reporting.

But your work won’t stop here – you’ll also help to drive the transition to net zero by developing and implementing robust technical standards and regulations to protect consumers and ensure accurate heat metering. Leading enforcement activities to guarantee industry’s compliance with legal requirements, and providing the expert guidance necessary to support improvement, you’ll build deep knowledge of the industry to optimise the regulatory strategy and empower your team. Committed to fostering positive collaboration throughout our organisation, we’ll also expect you to deliver expert advice to government.

Who we’re looking for

With a degree or its equivalent in an engineering or related subject, you’ll possess the ability to quickly acquire and apply technical knowledge, and a track record of delivering technical regulations, operational projects or similar in the utilities sector. Your strong analytical abilities will allow you to interpret complex data, identify trends and inform decision making, and your strategic mindset will see you developing and implementing effective plans, adapting to changing priorities and delivering results under pressure.

You’ll be ready to use your superb interpersonal and communication skills to build excellent relationships with industry representatives, policymakers, consumers and other stakeholders, while your motivational skills will be key as you lead teams and collaborate with your colleagues. You should also be aware that this role may involve occasional travel to sites within the UK, so you should be both flexible and adaptable.

The benefits you’ll receive

Join us and you’ll receive a wide range of excellent benefits, including a Civil Service pension, flexible working options and a work culture that encourages inclusion and diversity. You’ll also enjoy learning and development tailored to your role, flexible working options and a work culture that encourages inclusion and diversity.

We value diversity and inclusion and actively encourage and welcome applications from everyone, including those that are under‑represented in our workforce. We promote equality of opportunity in all aspects of employment and a working environment free from discrimination, harassment, bullying and victimisation.
