Job description
Overview

Full Time, Permanent. Housing Delivery Service, Bristol City Council.

Salary: BG12/BG13: £42,839 to £50,269, 24 days annual leave. Flexible Working Policy, including hybrid working (i.e. a mix of working in our Bristol city centre offices and working from home).

Delivering high quality, affordable new housing developments for Bristol. The council is delivering its biggest affordable housing delivery programme for decades, including plans to build high-quality Council Homes and working with Registered Provider Partners and Goram Homes. This role focuses on direct delivery of new Council Homes (primarily Social Rent, with some Shared Ownership) on council-owned land in the city and acquisition of homes from the market.

Role

Construction Development Surveyor - New Housing Delivery. The role is permanent and full time, within the Housing Delivery Development Team, working citywide on various projects. The team manages the delivery of high-quality affordable housing developments through the entire project lifecycle from feasibility and planning to contractor appointment, construction, and handover to the client. This role focuses on the construction and delivery stage of projects with planning consent, including tendering to appoint construction contractors and assisting with on-site management. Delivery may be via non-direct developer-led approaches or via purchase of street properties, with oversight depending on project scope. Projects typically range from 5 to 30 dwellings and may use traditional methods or Modern Methods of Construction (MMC).

Responsibilities
  • Manage contracts with appointed contractors during enabling works and on-site construction to deliver developments to agreed programme, costs, scope, and design quality/specification.
  • Assist with tendering to appoint construction contractors and monitor on-site construction progress.
  • Provide oversight of delivery based on project scope, including potential non-direct developer-led delivery or property purchases.
  • Collaborate with the development team to manage risks and ensure successful delivery of project outcomes.
  • Applicants should be prepared for projects of varying size and construction methods, including MMC.
Profile and Qualifications
  • Strong project and contract management, budget management, and technical construction knowledge and experience.
  • Experience with contract administration using JCT and/or NEC forms of contract.
  • Track record of managing the construction of new housing developments in Local Authority, Housing Association, or related roles.
  • Knowledge of enabling works (including demolition), Health & Safety practices and legislation in construction, and development planning policy.
  • Experience with tendering processes, evaluation, and running project delivery meetings with multidisciplinary teams.
  • Negotiation skills and ability to manage conflicts; contribute to team development.
  • Relevant qualification in Surveying, Construction Project Management or related discipline, or equivalent experience; professional membership such as RICS or CIOB is desirable.
  • Strong people management and relationship-building skills with stakeholders (architects, consultants, contractors, elected members, residents, and community groups).
