Overview

Commissioning Consultant – HMP Highland
Inverness/Hybrid
Circa £70,000 (Flexible based on experience)
14 month fixed-term contract

The Scottish Prison Service (SPS) is delivering the new HMP Highland, a purpose-built, 200-space prison on the outskirts of Inverness, designed to operate safely, securely, and sustainably. This state-of-the-art facility will provide a modern environment for both staff and those in custody. As the project progresses through the construction phase, SPS is seeking an experienced Commissioning Consultant to ensure that all building and specialist services are fully completed, compliant, and ready for operational handover.

The Role

Reporting to the SPS Project and Estates teams, the Commissioning Consultant will coordinate the commissioning of building and specialist services across HMP Highland. This hands-on role will involve:

  • Liaising with contractors and specialist sub-contractors to ensure timely completion and compliance with project briefs and specifications.
  • Reviewing commissioning plans, programmes, and milestone drivers.
  • Witnessing commissioning of critical building systems, including HVAC, generators, fire suppression, and smoke ventilation.
  • Monitoring testing, performance, and operational handover to ensure all systems meet statutory and industry standards.
  • Advising on operational staff training and familiarisation programmes to guarantee a smooth ‘soft landing’ at opening.
  • Providing monthly progress reports and technical guidance to support successful project delivery.
The Person

SPS is looking for a technically strong, organised, and proactive professional with:

  • A bachelor’s degree in building services or related engineering.
  • Significant experience in large-scale building systems commissioning and coordination.
  • Knowledge of HVAC, electrical, mechanical, and specialist systems.
  • Experience with BIM handover and commissioning documentation.
  • Strong stakeholder management and communication skills.
  • Commissioning Agent certification preferred.

The ideal candidate will thrive in a dynamic construction environment, able to ensure all systems are tested, documented, and ready for operational handover by project completion.
