Serco's Electronic Monitoring (EM) contract sits at the heart of our Citizen Services portfolio. It is a high-profile, nationally significant contract, delivering critical services for the Ministry of Justice, and it is on a strong upward trajectory - performing well today and positioned for further growth and expansion over the coming years.

We are now seeking a Commercial Contracts Manager to provide dedicated, hands‑on commercial leadership to this contract. This is an all‑rounder role: strategic in outlook, operational in delivery, and ideal for someone who thrives in a complex environment, stays calm under pressure, and enjoys being "all over" their contract - spotting issues early, resolving them pragmatically, and proactively driving value.

As Commercial Contracts Manager for Electronic Monitoring, you will be the trusted commercial adviser to the contract leadership team. You will provide commercial assurance, compliance, relationship management and change management support across the full lifecycle of the contract. This is a visible and influential role, combining strategic oversight with a willingness to get stuck in.

The EM contract is commercially complex and fast‑paced, with regular change activity and evolving requirements. It also presents genuine opportunity - both to strengthen governance and compliance, and to unlock further commercial value through smarter cost protection, enhanced opportunities to support our customer and solid subcontractor management.

As part of this you'll:

  • Lead commercial negotiations and dispute resolution with the customer
  • Act as a trusted, visible and accessible commercial partner to contract leadership, providing insight into profitability and performance
  • Provide proactive commercial advice to delivery, programme and operational teams on milestones, dependencies, risks and acceptance
  • Deliver high‑quality commercial drafting and support for Change Notices and Statements of Work, ensuring risk is managed and compliance maintained
  • Identify and pursue commercial opportunities through detailed contractual knowledge (e.g. cost recovery mechanisms, pricing flex, subcontractor value)
  • Ensure Serco meets all contractual obligations, including reporting, disclosures and KPI accuracy-acting as the "conscience" of the contract
  • Support and strengthen subcontractor commercial management to secure best value outcomes
  • Provide ad‑hoc training and coaching to teams, improving commercial capability across the contract

What you'll need to do the role:

This role will suit someone who is confident operating in a challenging but rewarding environment, able to balance firmness with pragmatism, and who remains composed, resilient and solutions‑focused when things get busy. You'll need:

  • Substantial commercial or contracts management experience. Public sector experience is beneficial
  • Sound knowledge of commercial and contract law
  • Strong understanding of commercial risk, dispute and opportunity management
  • Excellent written and verbal communication skills
  • Diligent, thorough and detail‑oriented, with the ability to see the bigger picture
  • Collaborative, fair and pragmatic approach, with a genuine "can‑do" mindset
  • Comfortable managing their time and competing priorities
