The Position: Change Manager

As a Change Manager, you’ll maintain approved project baselines and manage change through an Investment Change Committee (ICC) governance model. You’ll ensure project scope, budget, forecasts, and schedules remain aligned with approved changes at both project and programme levels.

You’ll support and advise on effective change control process, working closely Project Control Managers and Change Engineers to identify, assess and implement change across the Programme. This role supports and develops the SZC change process and works with the PMO to ensure change management contributes to safe, timely, cost‑effective, and high‑quality delivery.

Responsibilities
  • Support the Baseline & Change Lead in delivering effective change management processes and governance across the Delivery Programme.
  • Act as the central point of contact for change management, coordinating inputs across Schedule, Cost, Risk, contracts, and the wider PMO.
  • Support development and management of baseline strategies, plans, and procedures.
  • Ensure change governance and reporting align with agreed cycles, promoting consistent project controls across SZC.
  • Produce and support monthly Baseline & Change reports and manage weekly/monthly governance routines, ensuring data quality and consistency.
  • Advise Project Managers, Change Owners, Engineering teams, and the Supply Chain on change control policies, procedures, and standards.
  • Work closely with Project Controls Managers and Change Engineers to identify, assess, and implement changes effectively.
  • Support facilitation of Investment Change Committee (ICC) meetings.
  • Review and monitor the quality of change proposals and coordinate with Engineering, PMO, and Senior Management.
  • Deliver training and guidance to stakeholders on change management processes and tools.
Preferred Profile

  • Experience in Programme, Project, Controls, or Commercial Management
  • Strong understanding of change control and baseline management
  • Knowledge of project structures Work Breakdown Structures & Cost Breakdown Structures (WBS, CBS) and project controls processes
  • Understanding of governance, risk, planning, construction delivery, and contract management
  • Experience delivering and governing change on large, complex programmes (preferably infrastructureRates)
  • Experience managing contractors, consultants taf. and advisors in regulated environments
  • Working knowledge of project and programme management tools, softwareflammation
  • Understanding of standard forms contract and client/contractor workflows
  • Experience producing weekly and monthly programme reports
  • Ability to chair multidisciplinary meetings and workshops
  • Reside locally to Leiston or be prepared to relocate, as this permanent role does not include travel expense coverage.
