We are seeking an experienced Business Development Manager to play a key role in delivering the Trusts transformation and improvement agenda in alignment with organisational strategic priorities. The post holder will ensure that the Trust is in a position to take advantage of business change and development opportunities both from within and outside the organisation. You will lead the development and quality assurance of a diverse range of complex business cases using the HM Treasury Five Case Model and best practice approaches, and develop a coordinated and consistent approach to business cases. A key focus will be maximising benefits from a range of sources so that transformational changes are sustainable and good investment decisions are made.

Main duties of the job
- Providing expertise and lead on the development, quality assurance and submission of HM Treasury Five Case Model business cases, ensuring alignment with the Trusts strategic priorities and sound investment decisions.
- Ensuring there is a pipeline of pre-prepared capital business cases in HM Treasury Five Case Model format for external submission, aligned to organisational strategy and priorities to maximise funding opportunities.
- Being the Trusts expert and sole point of contact on all aspects of business case development, providing cross-organisational advice, support and training.
- Leading the trusts internal business case process.

Job responsibilities
Job Purpose:
The Business Development Manager will play a key role in developing and delivering the Trusts transformation and improvement agenda in alignment with organisational strategic priorities. The role provides strategic and business expertise to the trust during a period of significant transformational change. The post holder will maximise benefits to patients and the Trust and lead a coordinated approach to trust business cases, working with key stakeholders to:
- Provide expertise and lead on the development, quality assurance and submission of HM Treasury Five Case Model business cases, ensuring alignment with strategic priorities and sound investment decisions.
- Ensure a pipeline of pre-prepared capital business cases in HM Treasury Five Case Model format for external submission, aligned to strategy to maximise funding opportunities.
- Be the single point of contact for business case development, providing cross-organisational advice, support and training.
- Lead the internal business case process and oversee all business cases across the Trust.

- Development and implementation of a coordinated approach to business cases and benefits realisation.
- Governance and post-implementation review of business cases; tracking financial and non-financial benefits.
- Identification, monetisation and reporting of benefits; development of partnership working within the local health and care economy.
Key Duties
Business Cases
- Lead on the development and quality assurance of diverse complex business cases using the HM Treasury Five Case Model, acting as the trusts expert advisor.
- Integrate business cases into Trust-wide strategic planning and prioritise future service developments.
- Develop and implement the internal business case standard operating policy and end-to-end processes.
- Maintain a register of all recent, current and pipeline business cases and provide reports for governance purposes.
- Lead on ideas identification, prioritisation and initiation of new business case ideas.
- Lead post-implementation reviews and ensure learning is captured across the organisation.
- Ensure compliance with internal and external audit expectations and implement resulting recommendations.
- Ensure data sharing supports options appraisal and minimise duplication.
- Provide project management support for all business case activity.
- Drive continuous process improvement and coordinate multi-disciplinary input for timely high-quality submissions.
- Ensure quality and equality impact assessments for all business case developments.
Benefits and change management
- Lead work with stakeholders to identify and quantify benefits, advising whether benefits justify investment.
- Collaborate to ensure benefits are robust and interdependencies understood.
- Develop SMART indicators for benefits, maintain a benefits register, and report outcomes to governance bodies.
- Monitor realisation of benefits and capture improvements across the Trust.
- Plan and facilitate workshops to define benefits with stakeholders, including patients.
- Support Programme and Improvement Team in planning and delivering projects with benefits realisation from the outset.

- Embed best practice in business case and benefits methodologies.
- Maintain close relationships with stakeholders across clinical, corporate, external bodies and suppliers.

- Drive quality, efficiency and effectiveness of the Strategy, Improvement and Planning Directorate and the Trust.
- Identify and manage risks and interdependencies; provide executive advice where needed.

Resource Management
- Lead and manage staff involved in areas within this post's remit.
- Governance for business cases and benefits; ensure programmes remain fit for purpose and progress is monitored.
- Provide bespoke training on business cases and benefits for audiences across the organisation.
- Mentor colleagues on business case lifecycle; develop standard work and policies.
- Contractual management of third-party suppliers and budget management for economic and financial elements of business cases.
Communication and stakeholder engagement
- Collaborate with those leading on business case development in the local health system and beyond to share best practices.

Person Specification
Qualifications
- Educated to degree level or equivalent in a relevant subject or equivalent experience.
- Postgraduate qualification in a relevant subject or equivalent experience.
- Treasury Green Book Better Business Case qualification
- Nationally recognised project management qualification at practitioner level
- Evidence of relevant continuing professional development
- Training in service improvement methodologies with evidence of application
- Coaching or mentoring qualification
Experience
- Substantial experience of Green Book Better Business Case in healthcare with approved large-scale, complex cases realising benefits.
- Experience applying service improvement tools to realise benefits in healthcare, preferably acute.
- Experience using project or programme management to deliver benefits in healthcare, preferably acute.
- Experience working with multi-disciplinary staff to achieve organisational strategy.
- Experience developing and embedding a business case methodology across a complex organisation.
- Experience undertaking options appraisals in uncertain environments.
- Experience leading benefits identification, quantification, monetisation and realisation, plus post-project evaluation.
- Experience managing diverse stakeholder groups including executives and board level.
- Experience developing policy, governance and assurance frameworks.
- Experience delivering training in business case development and benefits.
- Track record of exploiting new business opportunities.
- Experience of team and people management at a senior level.
- Experience working across complex organisations to develop approaches to business cases and benefits.
