Business Wales - Supply Chain Engagement Manager

Contract: Business Wales

Term: Permanent

Salary: up to £46,000

Location: Regular Homeworker

Hours: 37.5 hours per week

Business in Focus is the lead delivery partner in Enterprise Partnership Cymru (EPC), along with Menter Môn, M-SParc and an eco-system of support agencies across Wales. EPC has won the contract to deliver the Business Wales service on behalf of the Welsh Government, providing advice and support to entrepreneurs pan-Wales.

The Entrepreneurship and Start-Up Service focuses on providing a wide range of advice to young people and start-up businesses through a variety of means including digital, telephone and face to face support.

EPC was successful in their bid to deliver both Business Wales advice services; Entrepreneurship and Start-up Service (ESU) and Business Development and Growth Service (BDG).

To be pro active in engaging with private sector Tier one procurers, Local Authority and National Government procurement, national and regional organisations involved in supply chains such as the NHS and Transport For Wales (TFW), in order to present the Business Wales and Sell2Wales supply chain offer which includes customised specialist support, specific events organized to assist the links of procurement in Wales to SMEs such as “Meet the Buyer” and the annual Expos.

Champion the engagement of SMEs with supply chain opportunities with large and medium procurement which will include educational support for available tools such as Sell2Wales and Quick quotes.

To promote the principles and active delivery of the Foundational Economy, The Future Generations Act, ethical employment, Fair Work to support SMEs to engage in supply chain opportunities at a local and regional level.

Responsibilities
  • To contribute to the identification of needs and requirements in the market and identify opportunities for collaborative partnerships including new contract tendering opportunities for SMEs in Wales.
  • Understand legal/regulatory implications and changes to legislation, including The Procurement Act 2023, keeping up to date with the WPPS, Foundational Economy, The Well Being of Future Generations Act, Circular Economy, Sell2Wales and be able to offer support across these subjects, including giving talks in person and virtually.
  • Support the delivery of Meet the Buyer Expos, other Meet the Buyer and engagement events to maximise effectiveness for all stakeholders attending.
  • Engage with buyers and suppliers post events to record and share data, including contract wins and developing case studies.
  • Attend and answer any support inquiries from buyers and suppliers via email, telephone and at events, pan Wales.
  • Ensure that relationships are created and maintained with all major buyers and keep them informed of the support available for them to expand their supply chains.
  • Provide specialist advisory support through a diverse range of methods; a) digitally, e.g. webinars on appropriate digital platforms, 1-many webinars, e.g. workshops, participate in other seminars and activities that attract and engage growth clients, and b) face-to-face, occasional 1-2-1s, if required. Undertake these activities in a professional and knowledgeable manner using the agreed materials.
  • As a specialist, create and develop specialism related digital content, e.g. video tutorials, and keep related digital resources up-to-date, e.g. information factsheets, 3rd party information for signposting.
  • To enable colleagues to service common themed specialist enquiries and support delivery of thematic initiatives, e.g. provide thematic advice for colleagues, sharing specialist knowledge and provide advice on area of specialism to Business Wales colleagues.
  • Encourage clients to engage with the relevant business-to-business Growth networks that may assist them in achieving business development and growth potential. Make appropriate suggestions and signpost clients accordingly.
  • Establish and develop effective local and national engagement with clients, colleagues and stakeholders to promote the service, secure effective referral network, and brokerage advice.
  • Attend business networking and engagement events to promote the service to potential clients and stakeholders.
Person Specification
  • Excellent knowledge and understanding of supply chain, procurement, and/or tendering and related good practice, and how to effectively apply to small and medium sized businesses.
  • Experience of providing telephone or face-to-face advice and guidance to small and medium sized businesses.
  • Proven experience of working in a business OR Delivering specialist advice* to a diverse portfolio of businesses on supply chain, procurement, and/or tendering. (* - “supporting” is defined as: Advising a portfolio of businesses with a diverse range of specialist issues, with proven results on how advice given contributed to them improving/achieving growth potential or other specialist business objectives).
  • Proven relevant experience is required and significant experience of working with medium sized SME businesses
  • Understanding of local / regional differences in the Welsh economy
  • Awareness and knowledge of general business support available from public and private sectors
  • Good awareness of specialist busin
