Team Manager - Assessment & Intervention

About the Role

Torbay Council is seeking an experienced and motivated Team Manager to lead our Assessment & Intervention Team within Children's Services.

This is a pivotal leadership role at the frontline of safeguarding. You will be responsible for providing strong operational and professional leadership, ensuring high-quality assessments, timely decision‑making, and effective interventions that improve outcomes for children and families. You will support social workers to deliver excellent practice while driving continuous improvement and meeting statutory responsibilities.

Key Responsibilities
  • Provide operational leadership and day‑to‑day management of the Assessment & Intervention Team
  • Ensure high‑quality, timely statutory assessments and interventions in line with legislation and guidance
  • Oversee and quality‑assure practice relating to Children in Need, Child Protection, and pre‑proceedings work
  • Manage performance against statutory timescales, KPIs, and service priorities
  • Provide reflective supervision, case oversight, and professional challenge to social workers
  • Support effective risk management and defensible decision‑making
  • Lead on complex safeguarding cases, including strategy discussions and escalation where required
  • Work collaboratively with partner agencies and senior leaders to strengthen multi‑agency safeguarding
  • Contribute to service development, audits, learning reviews, and Ofsted readiness
What We're Looking For
Essential
  • Qualified Social Worker with Social Work England registration
  • Significant post‑qualifying experience in statutory children’s social work
  • Proven experience managing or supervising social workers in a frontline team
  • Strong knowledge of safeguarding legislation, statutory guidance, and child protection thresholds
  • Experience of quality assurance, performance management, and service improvement
  • Confident decision‑maker with strong leadership and people management skills
  • Excellent communication, analytical, and report‑writing skills
Desirable
  • Experience managing an Assessment & Intervention or Duty & Assessment team
  • Experience of court work and Public Law Outline (PLO) processes
  • Practice Educator or management qualification
  • Experience contributing to Ofsted inspections or improvement journeys
