The OECD has earned a leading role in Trade and Agriculture. The Trade and Agriculture Directorate (TAD) provides relevant and timely information and advice to support the efforts of governments to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits.

Under the responsibility of three divisions, the Trade Policy Division (TPD), the Analysis Data and Modelling Division (ADM) and the Export Credits and Competition Division (XCC), the work on Trade covers a wide set of themes which include: Measuring and understanding industrial subsidies, trade facilitation, trade in the digital era, trade in services, trade monitoring, supply chain analysis, inter-country input-output tables, inclusive and sustainable trade, and critical raw materials. The Divisions’ work involves database development, economic modelling, analytical and policy-orientated research, the communication of outputs (for usage, awareness, and effect), and engagement with multilateral trade and economic fora such as OECD regional programmes, the WTO, G20, G7 and APEC. Work is conducted in a multicultural environment by a team of highly qualified and experienced staff.

TAD is launching recruitment campaign for Trade Policy Analysts to undertake and contribute to research and analysis, pursuant to the Programme of Work and Budget of the OECD Trade Committee.

Job Description

Main Responsibilities

Research, Analysis and drafting

• Contribute to the planning, research and drafting of analytical and conceptual reports to provide economic and policy analysis of trade policy issues of relevance to the OECD Trade Committee.
• Provide policy guidance as it relates to trade policy issues under assigned area of responsibility.
• Provide impact analysis of relevant international trade policy initiatives.
• Draft papers, develop and maintain databases, conduct economic modelling and analysis, and respond to technical requests in areas of expertise.

Liaison, representation, and meetings

• Participate to the organisation of workshops, webinars and events organised by the OECD, including by interacting with prospective speakers.
• Collaborate with other Divisions and Directorates and contribute to horizontal and multidisciplinary projects and outputs as needed.
• Build and maintain a network of contacts with government officials, analysts and experts in donor agencies, international organisations, research institutions, universities and NGOs.
• Present work at internal and external meetings, take an active part in discussions with colleagues and delegates as needed and carry out revisions.
• Exchange with other Directorates and participate to relevant seminars and meetings.

Other duties

• Participate to discussions and meetings of the unit and the division; attend TAD meetings.
• Carry out other related duties as assigned.

Qualifications

Ideal Candidate Profile

Academic Background

• An advanced university degree in economics or related subjects.

Professional Background

• Three to five years of experience in quantitative policy research and analysis with strong quantitative content.
• Proven capacity for sound analytical and policy-orientated work; ability to effectively execute research or project assignments and to synthesise technical and policy-orientated issues for a policy-minded audience at governmental or intergovernmental level.
• Demonstrated experience in drafting policy papers or reports, and an ability to translate technical information into clear, concise, and policy relevant messages.
• Experience in public presentation.

Tools

• Proficiency in analysis of quantitative information and experience with advanced analytical tools.
• Willingness to learn and ability to adapt to new statistical and analytical techniques.

Contract Duration

• This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
