Description du poste

We are looking for a dynamic and experienced Senior Advisor with strong conceptual knowledge and significant hands‑on experience of measuring and improving organisational performance in an international and / or national public and / or private sector context.

Under the supervision of the head of Secretariat the selected candidate will play a key role in finalising and coordinating the implementation a revised MOPAN methodology (MOPAN 4) to support the delivery of MOPANs Mid‑Term Strategy 2025‑32 in line with our new vision and mission statement.

As the MOPAN Secretariat focal point for methods and standards the Senior Advisor will work to ensure that MOPANs institutional assessments Mid‑Term‑Reviews analytical insights and published data provide high quality and are timely useful and reliable and provide impartial evidence on multilateral performance. This will include continuously improving performance benchmarks methods including through the use of artificial intelligence and other innovative technology.

The Senior Advisor will work to ensure the use of a common approach through further strengthening the internal standards and procedures and through coordinating and managing the relationship with MOPANs Service Providers. Work will also include to act as the Secretariat focal point for the networks Technical Working Group to engage in drafting and implementing the workplan with the group and support the member Chair in her / his role.

The role calls for strong research methodological and analytical skills and experience ideally in corporate evaluation environments. Thorough understanding of and experience from the multilateral context is also needed in this role. The candidate will also need excellent organisational and coordination skills and experience in designing and managing complex processes as well as establishing and maintaining productive and collaborative relationships with a range of stakeholders. Strong communications skills will be essential in this role.

Previous experience of engaging with multilateral organisations on behalf of their member states or shareholders measuring the performance of multilateral organisations and / or analysing the effectiveness of the multilateral system will be an asset.

Main Responsibilities
Methods and Standards Focal Point
  • Oversee and coordinate the timely finalisation and implementation of MOPAN 4 the revised MOPAN assessment framework and methodology.
  • Convene and hold consultations with technical experts and multilateral stakeholders as relevant in finalising and implementing MOPAN 4.
  • Convene MOPANs Technical Working Group (TWG) coordinate work and provide strategic guidance.
  • Work collaboratively to strengthen the standards and procedures used by the assessment managers and the Insights unit and the application of a common approach internally and externally.
  • Oversee the work of External Quality Assurance mechanism and update guidance and tools as needed.
  • Coordinate and manage the framework agreements and the relationships with Service Providers. This includes the onboarding of new Service Providers induction to the MOPAN 4 methodology regularly exchanging on lessons learnt and to monitor the implementation of the agreements overall.
  • Work collaboratively with the assessment and insights units to ensure lessons learned are passed on from one assessment cycle to the next and inform MOPANs cross‑cutting analyses.
  • Provide analysis of organisational good practices and benchmarks in collaboration with MOPANs assessment and insights teams to promote the relevance of MOPANs methodology and our impact on multilateral performance.
Oversee MOPANs digital approach including AI

Oversee the design development testing and training for corporate AI‑powered tools for use in producing MOPANs assessments and insight products in collaboration with MOPAN staff and service providers.

  • Promote the use of AI in a transparent and risk‑aware way including through MOPANs SOPs templates guidance and training.
  • Engage with MOPAN members to raise awareness and provide training and guidance on using MOPANs data hub. Identify new queries to align to members needs and priorities.
  • Contribute to the governance of MOPANs AI use including maintenance of MOPANs datahub and AI policy and strategy monitoring and reporting on use engagement with MOPAN staff and service providers and planning for future development.
  • Line manage the junior data scientist to develop MOPAN datahub encompassing the deployment of AI approaches and interfaces to respond to member queries.
Contribute to corporate communications and engagement
  • Participate to MOPANs communications efforts including actively communicate and disseminate MOPANs work internally and externally.
  • Contribute to positioning MOPAN as a global go‑to‑source for credible and professional source of information on multilateral organisational effectiveness and reforms.
  • Represent the MOPAN Secretariat in relevant international fora as required and establish a network of professional contacts.
  • Assist the Head of Secretariat in contributing to corporate processes when needed and conduct other tasks as directed by the head of Secretariat.
Qualifications :
Ideal Candidate Profile
Academic Background
  • An advanced university degree in business administration management public administration or public policy or a discipline relevant to the requirements of the position.
Professional Background
  • At least 10 years relevant experience in a national or multilateral development agency or in a relevant public or private sector institution preferably both at headquarters and in the field.
  • Demonstrated knowledge of organisational development and reforms results based and financial management.
  • Good command of organisational performance concepts and evaluation methods ideally in the context of bilateral and / or multilateral organisations.
  • Proven ability to draft high‑quality analysis and ability to present complex issues clearly and succinctly.
  • Proven ability to conduct analytical research and draft concise high‑quality reports.
  • Proven experience from having coordinating roles and of managing complex highly collaborative processes.
  • Strong communication skills.
  • Awareness and demonstrated experience working with AI tools for research purposes.
  • Demonstrated understanding of the broader multilateral policy environment.
  • Experience in managing multilateral programmes or board support / participation will be advantage.

Languages
  • Fluency in one of the two official languages of the Organisation (English or French) and knowledge of the other with a commitment to reaching a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration
  • Twelve month fixed‑term appointment starting in May 2026 with possibility of renewal to a maximum of 36 months.
