A global consultancy firm is seeking a Housing Policy and Economics Expert to support a project in Croatia. The candidate should have at least 10 years of experience in housing policy and the ability to assess the social housing market. Responsibilities include policy development and project implementation. Proficiency in English is required, and knowledge of Croatian is an asset.

Overview

NTU is preparing a proposal for : “Affordable housing advisory to HBOR” and is searching for experts to support the core team during the implementation of this project.

The overall objective of this assignment is to support HBOR in the assessment of the social / affordable housing market in the Republic of Croatia.

Location: Croatia.

Duration: The intended start date is October 2025 and the services shall be provided for a period of 8 months from this date.

Key Expert: Housing Policy and Economics Expert (Cat. I)

Qualifications and skills:

• At least a Bachelor’s Degree in a relevant field for the Assignment such as economics, finance, urban development, regional development (minimum requirement).
• A Master’s Degree would be an asset.
• Fluency in English (CEFR C1) (minimum requirement).
• Fluency in Croatian is an asset.

General professional experience:

• At least 10 years of general professional experience in the area of housing, which shall encompass developing and implementing housing policies, developing housing financing programmes, preparing housing projects (minimum requirement).

Specific professional experience:

• At least 5 years of advisory and / or delivery experience on housing policy / projects (minimum requirement).
• Specific knowledge and experience of public housing policy and implementation challenges as demonstrated by at least 3 projects (minimum requirement).
• Experience related to multi-criteria analysis in at least 3 projects (minimum requirement).
• Understanding of a range of housing delivery models from across Europe as demonstrated by at least 3 projects (minimum requirement).
• Experience of undertaking Cost-Benefit Analysis on social and affordable housing projects (minimum requirement).
• Experience of partnership models (e.g. PPP or others) in the social infrastructure sector and / or the social / affordable housing sector (asset).
• Experience in at least 2 social and affordable housing projects developed in other European countries (asset).
