A technology company is seeking an Enterprise Architect to support the EUR-Lex platform. The ideal candidate will bridge business needs with IT capabilities remotely within the EU. Strong expertise in business analysis and enterprise architecture is essential. This long-term contract offers the opportunity to contribute to the Digital Transformation of EU Law.

Formación

• 5–10 years of experience in business analysis, enterprise architecture, or IT systems design.
• Proven track record in data-driven information systems and working in highly regulated, complex environments.
• Strong background in system architecture, data flows, and integration.

Responsabilidades

• Analyze, document, and translate business requirements into functional / technical specifications.
• Perform business process modelling and root cause analysis of data flows and transformations.
• Draft non-functional business specifications.
• Ensure alignment between IT capabilities and business needs, acting as a facilitator between stakeholders and technical teams.

Conocimientos

Business process analysis & modelling (UML)

Enterprise Architecture knowledge

Project methodologies: Agile, PM²

Databases: Oracle, Weblogic

Web technologies: HTML, CSS, JavaScript, XML

REST API design & testing

Cloud architecture, CI / CD pipelines

Experience with JIRA

Strong understanding of data quality, security, and performance requirements

Location : Remote within EU (occasional onsite presence in Luxembourg with notice)

Contract Duration : Freelance and long term contract (220 days, extendable up to 1100 days)

Start Date : 09 / 2025

About the Role

We are looking for an Enterprise Architect with strong Business Analysis expertise to support the EUR-Lex platform , the central access point to EU law and legal information.

You will play a key role in bridging business needs with IT capabilities, ensuring the successful delivery of the Digital European Legal Space and contributing to the Commission’s Digital Transformation strategy .

Technical Skills

• Business process analysis & modelling (UML).
• Enterprise Architecture knowledge.
• Project methodologies : Agile, PM².
• Databases : Oracle, Weblogic.
• Web technologies : HTML, CSS, JavaScript, XML.
• REST API design & testing.
• Cloud architecture, CI / CD pipelines.
• Experience with JIRA.
• Strong understanding of data quality, security, and performance requirements.

Key Responsibilities

Analyse, document, and translate business requirements into functional / technical specifications.

Perform business process modelling and root cause analysis of data flows and transformations.

Support editorial teams with HTML, CSS, XML, and JavaScript.

Draft non-functional business specifications.

Evaluate EUR-Lex releases in terms of quality, performance, and usability.

Conduct business and technical presentations to stakeholders.

Assist users in acceptance and functional testing.

Identify and propose process improvements for EUR-Lex services (web services, bulk downloads, datadumps, etc.).

Ensure alignment between IT capabilities and business needs, acting as a facilitator between stakeholders and technical teams.

Stay updated on emerging technologies (AI, Chatbots, NLP, LLMs) with potential application in the legal domain.

Education & Experience

University degree in Computer Science, IT, or related field (5–10 years).

At least 5–10 years of professional experience in business analysis, enterprise architecture, or IT systems design.

Proven track record in data-driven information systems and working in highly regulated, complex environments.

Strong background in system architecture, data flows, and integration.

Soft Skills

Strong analytical and problem-solving abilities.

Excellent communication skills (able to translate technical concepts to non-technical audiences).

Team player with the ability to thrive in a multicultural, international environment.

Self-starter, proactive, and adaptable in fast-paced contexts.

High level of integrity and discretion when handling confidential data.
