Role overview

The Procurement Lead (Associate) will head up the program procurement element for AtkinsRéalis Program Delivery Office (PDO)/Program Management Consultant (PgMC) in support of the entire AlUla Program, in conjunction with day-to-day onsite/project procurement activities, reporting to the AtkinsRéalis PDO/PgMC Commercial Director. The role liaises with the Client and their appointed consultants and representatives. The Procurement Lead (Associate) ensures that all members of the procurement team carry out their work as required by the Client and AtkinsRéalis Framework Agreement and may provide input for strategic procurement decisions. This role involves direct management of the procurement team and will vary in scope depending on the Program and project requirements, with a focus on successful delivery of day-to-day procurement activities. The Procurement Lead (Associate) will contribute to creating standardized procurement processes and procedures for the Program and individual projects, for Client approval, and ensure compliance with approved processes.

The Client intends to extend AtkinsRéalis PgMC's scope of services to oversee and manage all other pre- and post-contract PMCs, covering all Client Projects not currently under AtkinsRéalis PgMC, including the full scope of the infrastructure PMCs.

Responsibilities
  • Lead and supervise the procurement team, delivering day-to-day procurement activities for the AlUla Program.
  • Develop, implement and standardize procurement processes and procedures for the Program and individual projects, in alignment with Client-approved policies.
  • Support procurement packages, including lifecycle management, EOI issuance, pre-qualification, NDA handling, RFP/ITT issuance, evaluation matrices, and tender recommendations.
  • Contribute to post-tender activities, including live market knowledge gathering and process/template revisions to improve efficiency.
  • Monitor and report procurement progress using trackers and reports, ensuring alignment with approved processes and addressing potential issues on the critical path.
Pre-Tender Activities
  • Provide insights into the creation of procurement strategies based on program requirements; lead the process with required input from the Procurement Manager.
Process & Procedures Drafting and Implementation
  • Draft and implement project-specific standard procurement templates and procedures in collaboration with the Client and their consultants; disseminate approved policies to PMC teams; ensure effective implementation at the PMC level.
Procurement Packages
  • Procurement Management for the full lifecycle.
  • Expressions of Interest issuance and process management.
  • Pre-Qualification of potential consultants and contractors and NDA handling if required by the Client.
  • Issuance of RFP or ITT to an approved list of Tenderers.
  • Create, agree and administer Tender Evaluation Matrices.
  • Technical and commercial evaluation reports for tenders; post-tender negotiations; final tender recommendation based on combined scores; contract award with Client approval.
Post-Contract Activities

The Post Contract Activities focus on collecting live data on contractor performance and administering procurement-related trackers at the PMC level. The Procurement Lead (Associate) will ensure the procurement team maintains up-to-date market knowledge from live projects and identifies processes and templates needing revision to improve efficiency, with ongoing oversight.

Reporting & Performance Tracking

The Procurement Lead (Associate) will report procurement progress using trackers and reports managed with the PMCs, ensuring deliverables align with approved processes. They will monitor workload updates and escalation for issues affecting the procurement pipeline and the critical path.
