Senior Program Manager Global Networks

Position Summary

The Senior Program Manager Global Networks manages a suite of highly complex multi‑year projects with significant financial impact (planning, controlling, executing, reporting, and closing) from award to program close‑out. The role serves as the primary contact for the program, leading strategic decision‑making and stakeholder coordination, and driving the implementation of next‑generation infrastructure and processes for the NSF‑funded Global Seismographic Network (GSN) and the NASA‑funded Global GNSS Network (GGN).

General Essential Job Duties
  • Provide technical leadership and oversight in the development and evolution of EarthScope programs.
  • Oversee programs and associated projects, managing scope, schedule, cost, and risk with appropriate change controls.
  • Support and interact with advisory committees that oversee EarthScope programs.
  • Represent the EarthScope group at Consortium Board of Directors meetings and relevant Advisory Committee meetings.
  • Collaborate with the EarthScope CEO and Senior Managers to ensure efficient collaboration across programs.
  • Advise and guide other program/project managers, and supervise one or more Program Managers where appropriate.
  • Build collaboration with international organizations and like‑minded programs.
  • Pursue external funding for program support, sustainment, and advancement with CEO and Senior Management approval.
  • Prepare annual and multi‑year program plans and budgets, supplemental funding requests, and supporting documentation.
  • Maintain program property and equipment; coordinate acquisition of necessary supplies.
  • Review and approve invoices per EarthScope policies.
  • Encourage technology development to improve program resources.
  • Act as EarthScope Technical Representative for contracts and subawards.
  • Oversee programmatic policies, procedures, instruction manuals, and field training materials.
  • Represent EarthScope in external stakeholder interactions.
  • Ensure resources meet research needs across the community.
  • Organize program representation at national and international meetings.
  • Perform other duties as necessary for successful operation.
Leadership and Supervisory Responsibilities
  • Direct and set priorities for a large team of engineers and project managers.
  • Obtain new and negotiate existing resource requirements with functional managers.
  • Identify and resolve most issues independently.
  • Participate in matters of major operational impact.
  • Foster a professional culture with strong interpersonal skills.
  • Communicate clearly and effectively with team members.
Assignment‑specific Essential Duties
Functional Responsibilities
  • Represent the Global Networks Program at Instrumentation monthly management resource allocation meetings.
  • Provide input to hiring managers and support the resource hiring process.
Programmatic Responsibilities
  • Provide program management to the combined GAGE, SAGE, and NGF Global Network Programs.
  • Lead GAGE, SAGE, and NGF Global Network Programs, including GSN, GGN, and NGF GSN.
  • Coordinate with VP, Instrumentation for all tasking.
  • Prioritize, request, and review resources needed for the programs.
  • Act as the primary point of contact to NIAC and GSNAC.
  • Act as liaison with USGS and ASL for coordinated management of IU and IC components of the GSN.
Additional Responsibilities
  • Coordinate with all Instrumentation Services departments across EarthScope programs.
  • Perform other duties as requested by program managers and approved by functional managers.
Qualifications

Minimum Education & Experience Requirements: Advanced degree or equivalent professional experience in science, engineering, or related fields; at least fifteen (15) years of professional experience in managerial and technical positions; demonstrated geophysical field, instrumentation, and scientific or technical applications expertise.

Preferred Skills: At least twelve (12) years of experience in technical or engineering project/program management; Project Management Professional (PMP) certification or related education.

Knowledge, Skills & Abilities
  • Expertise with technical components and operational systems within the program area.
  • Proficiency with project management tools, software, methodologies, and best practices.
  • Ability to develop and revise budgets and track expenses on monthly, quarterly, and annual periods for complex programs.
  • Experience with and knowledge of the geophysics academic research community.
  • Effective communication with scientists, technical staff, and the general public.
  • Self‑motivated, logical, and energetic with a keen interest in learning.
  • Ability to work independently with minimal direct supervision.
  • Willingness to travel extensively, nationally and internationally.
  • Excellent writing and presentation skills.
Other Requirements

Appropriate availability consistent with EarthScope established practices and norms; hours may exceed 40 hours per week, particularly when traveling.

Frequently required to sit, use hand and finger dexterity, talk, and hear. Work environment normally quiet. General home office environment with occasional field work or travel meetings.
