What will you be doing!
  • Qualification & Selection of Contractors:
    • Providing support to projects regarding the development of the Scope of Work.
    • Supporting hazard identification related to Contractor Management and construction matters.
    • Ensuring contractors are fully aware of the contract's Health and Safety requirements and safety specifications.
    • Collaborating with Contract Officers/Contract Managers and Contract Administrators:
      • Ensuring the involvement of Construction and other relevant functions in establishing appropriate requirements commensurate with the risk and complexity of the contract.
      • Supporting and driving appropriate Construction input for contractor evaluations, including assessing Supervisory Competency, Safety Plans, and Execution Methodology.
      • Participating in contractor competency evaluations as required.
  • Mobilization and Onboarding:
    • Liaising with the Manager, Contractor Management, Delivery Programs, Security, and Dosimetry regarding onboarding new Construction Contractors and providing support as required.
    • Advising construction contractors on Canadian Nuclear Laboratories (CNL) onboarding, off-boarding, and re-boarding arrangements, including support for access to standard training and other contract-related matters.
    • Working with the Manager, Contractor Management, Delivery Programs, and utilizing technology to track contractors on-site and their whereabouts.
    • Ensuring a program is in place to make contractors and their subcontractors sufficiently aware of CNL’s requirements.
    • Supporting Construction in assessing Contractor Supervisor competencies, where not already assessed during the bid process or upon personnel changes.
  • Planning and Setting Contractors to Work:
    • Increasing awareness and supporting pre-planning for return-to-work after shutdowns, holidays, or other non-work periods.
    • Ensuring contractors have Subcontract Management Plans in place, consistent with CNL’s expectations and requirements, with appropriate oversight.
  • Contractor Performance and Oversight:
    • In collaboration with other support functions, developing and leading independent assessments across missions to ensure standards are met.
    • Encouraging good working relationships between CNL and contractors, promoting transparency, trust, and a proactive safety culture.
    • Supporting the Director of Construction in developing oversight plans, ensuring routine oversight, and documenting evidence of activities.
    • Establishing a schedule for routine inspections of oversight to ensure consistency with plans and risks.
    • Supporting auditing contractor safety programs.
    • Conducting field walk-downs with Construction to assess site housekeeping and observe proactive safety behaviours.
    • Supporting the Construction Management Safety Dashboard and working with Construction to identify trends requiring focus and action.
    • Collaborating with Supply Chain and Projects to ensure all construction contracts utilize CNL’s Contractor Performance Scorecard.
    • Ensuring balanced feedback from projects on contractor performance, particularly regarding safety and field activities.
    • Overseeing the close-out of ImpActs related to Contractor Management, coordinating with relevant parties.
    • Documenting contractor performance on an ongoing basis and upon contract completion, capturing lessons learned and providing feedback into acquisition or execution processes.
    • Supporting CA’s and Strategic Delivery Partner coordinators in collecting feedback for quarterly meetings and Dashboards, including safety trends and areas for improvement.
  • Program Enhancement & Communications:
    • Developing enhancements to the Contractor Management Standard based on lessons learned, incorporating inputs from Supply Chain and other areas.
    • Leading working groups to develop new initiatives, ensuring appropriate stakeholder involvement and agreement.
    • Leading knowledge and awareness of contractor management in project delivery, including training Project Teams.
    • Participating in delivering CNL Contractor Representative (CCR) Training and ongoing development of training modules.
    • Ensuring CNL’s Site-Specific Conditions are maintained in line with changes at relevant sites and work locations.
    • Establishing and maintaining a Community of Practice for CNL Contractor Representatives, promoting best practices, collaboration, and consistency in Contractor Management.
    • Acting as the primary Supply Chain interface into the Construction Council, working with contractors to learn from safety events and set Strategic Safety Objectives.
    • Supporting Occupational Safety and Health (OSH) and relevant groups in developing Contractor Safety Forums to inform contractors about safety, procedures, site rules, logistics, and other relevant matters.
    • Promoting ethical contracting and upholding best business practices consistent with CNL's Code of Conduct.
    • Supporting “Safety on Schedule” Strategic Initiatives.
    • Representing Supply Chain at Plan of the Day or equivalent forums to coordinate site activities and ensure consideration of contractors’ activities.
    • Assisting in updating documentation and presentations for the Contractor Management Steering Group.
  • Incident Management:
    • Coordinating with responsible personnel in reporting incidents involving contractors, ensuring communication aligns with CNL’s incident management process.
    • Ensuring a document action plan is developed with clear roles and responsibilities after an incident.
    • Coordinating with relevant parties to preserve and secure the incident site and determining the appropriate contractor stand-down arrangements.
    • Ensuring ongoing coordination against the action plan, including return-to-work matters and enhanced oversight.
    • Assisting in investigations, Actual Cause Analysis (ACA), or Root Cause Analysis and ensuring the incident is reported through relevant channels.
  • Problem Solving:
    • Resolving highly complex or specialized professional issues within the department.
    • Providing advanced analysis of information/data and consulting with clients on broad-impact issues.
    • Making authoritative recommendations or solutions.
    • Addressing escalated issues and supporting lower levels in issue resolution.
    • Escalating complex issues with recommendations.
  • Recommendations and Decisions:
    • Ensuring understanding and compliance with team/project budgets within areas of responsibility.
    • Making authoritative recommendations on expenditures for their own area.
    • Developing and submitting department budgets for approval.
    • Providing input into Contractor Management, Supply Chain, and Construction Management Strategy.
    • Translating strategy into tactical plans.
  • Risk Management:
    • Responding to and overseeing the resolution of situations to mitigate mid- to long-term risks across the department, in accordance with policies.
    • Making decisions with lasting impacts and substantial risks to the organization.
    • Ensuring that employees are fully aware of emergency response processes and safety standards.
  • Continuous Improvement:
    • Fostering and leading innovation and continuous improvement initiatives significantly impacting the Contractor Management – Construction and Operations portfolio and CNL.
  • Other duties as assigned by your manager.
What we are looking for:
  • Education:
    • A University Bachelor’s Degree in Business Management, Commerce, Law and/or Economics or equivalent.
    • PMAC, SCMAO, PMP, Occupational Health and Safety, or equivalent are considered assets.
  • Experience:
    • 10+ years of experience in contracting, procurement and supply chain management, or equivalent combination of education and experience in a senior or lead contracting/negotiating capacity.
    • Experience in Contracting lifecycles, Engineering/Procurement/Construction (EPC), Design & Build, Design-Bid-Build construction models and formation of complex, multimillion-dollar capital projects or programs.
  • Knowledge, Skills & Abilities:
    • Ability to resolve highly complex, highly specialized, and sensitive issues within the team, Business Mission and with contractors/subcontractors.
    • Ability to develop collaborative long-term strategic agreements and relationships.
    • Excellent communication and interpersonal skills, and the proven ability to mediate and negotiate well.
    • Excellent business judgment and savvy, with a proven ability to make decisions under pressure that have a high consequence for risk, performance, and budget.
  • Security Clearance Eligibility Required:
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
