About the Position

This position supports the Director of Fire and Emergency Services in all aspects of operations related to the Walkerton & Elmwood Fire Departments. It coordinates, oversees, and participates in fire prevention, public education, and inspection programs and evaluates program successes. The Deputy Chief is responsible for the enforcement of fire service legislation such as the Fire Protection and Prevention Act, the Ontario Building Code, and applicable NFPA codes, ULC standards and applicable by‑laws. The position also coordinates and implements prevention/public education initiatives and conducts comprehensive fire prevention inspections of all classes of buildings and occupancies.

Primary Responsibilities
Fire Operations
  • Supports the Director in all operational aspects associated with fire services in the absence of the Director.
  • In charge of all Fire Department Apparatus including general firefighting equipment and gear, portable equipment, and specialty equipment such as Auto Extrication, Rope Rescue and other assigned gear.
  • Arranges for maintenance and scheduling of annual safety checks and repairs to apparatus and equipment in accordance with Ministry of Transportation of Ontario (MTO), National Fire Protection Association (NFPA) and manufacturer recommended schedules.
  • Shares on‑call weekend responsibilities as requested by the Director.
  • Supports operations of the Brockton Regional Training Centre: opening facilities, providing welcomes/safety talks, ensuring programs run smoothly, cleaning and maintaining equipment, closing facilities and assisting with testing.
  • Attends officers’ meetings and assists the training officer with documentation, scheduling, standards and conducting training.
  • Acts on behalf of the Director to conduct fire investigations, assess scenes and complete necessary forms.
Emergency Response
  • Responds to emergencies when paged by Dispatch or at the request of the Director, assuming the role of Incident Command, Safety Officer or crew leader as resources allow.
  • Supervises the fireground to ensure officers and firefighters operate consistently with established guidelines and accepted firefighting methods.
  • Assists in determining cause of fires with other officers and agencies and ensures necessary forms are completed.
  • Provides direction to officers, pump operators, and firefighters as required.
  • Attends scheduled training sessions to acquire required knowledge and skills.
Fire Prevention and Protection Act
  • Assists in preparation of the prevention and education budget.
  • Conducts comprehensive Fire Prevention Inspections of all building classifications and occupancy types, enforcing the Ontario Fire Code.
  • Completes reports on inspection findings, writes orders, and recommends improvements to building and occupancy fire safety.
  • Coordinates the department’s fire prevention program, including fire safety presentations, extinguisher training and Fire Prevention Week activities.
  • Maintains regular fire loss statistics and follows up on inspection reports.
  • Liaises with regulatory officials at federal, provincial and inter‑municipal levels and represents the Municipality at court/judicial proceedings.
  • Prepares concise reports and attends meetings of Council, Committees, public and other relevant meetings.
  • Develops, promotes and implements public education programs under the Director’s direction.
Qualifications / Knowledge / Skills Required
  • Ontario Secondary School Diploma or equivalent.
  • Minimum eight (8) years of satisfactory firefighting experience, two (2) in the Captain role.
  • Good knowledge of modern firefighting and fire prevention methods.
  • Good knowledge of the Municipality and surrounding areas protected by agreement.
  • Good knowledge of the Incident Management System and Incident Command System.
  • Ability to supervise, maintain discipline, use good judgment, be resourceful and in good physical condition.
  • Strong computer skills, in Microsoft PowerPoint, Word, and Excel.
  • Valid driver’s license with minimum D level and a Z endorsement.
  • Valid CPR, AED and First Aid, HCP level and First Responder equivalent.
  • Thorough knowledge of the Ontario Fire Code and Ontario Building Code.
  • Certifications: NFPA 1001 Firefighter Level I and II (or equivalent), NFPA 1002 Pump Operator (or equivalent), NFPA 1021 Fire Officer Level I required, NFPA 1033 Fire Investigation Level I (or plan to obtain within two years).
  • NFPA 1041 Fire Instructor Level I and II, NFPA 1521 Fire Safety Officer or equivalent (or plan to obtain within first two years).
  • NFPA 1031 Fire Inspector I and II, or working toward certification within five years.
  • NFPA 1035 Fire and Life Safety Educator Level I, or working toward certification within first two years.
  • Satisfactory Police Criminal Record check.
  • Ability to respond to Walkerton Fire Hall within thirty minutes for significant emergency calls.
