Description
- The Registries Modernization team is taking an agile approach to implementing modernized, innovative, human-centric and sustainable solutions for delivering registry services to Albertans. For the Land Titles registry, this includes a complete replacement of the legacy applications that delivery Land Titles services. Our team is looking for a Product Director to lead business transformation activities, deliver modern solutions, and support the implementation of the Alberta Registry for Land Online (ARLO) system.
Land Titles Registry Program Overview
The Land Titles Act provides the legislative framework for the department to register land related documents that both create and terminate legal rights in property. The land registration system used in Alberta is based on the Torrens System of land registration and operates under the legislative authority of the Land Titles Act. Under this system, the Government of Alberta has custody of all original titles, documents and plans and has the legal responsibility for the validity and security of all registered land title information. Working closely with the Land Titles Office, Registries Evolution is helping to identify opportunities to redesign, innovate and modernize the Land Titles Registry with a focus on moving away from paper-based systems, improving client service, and achieving better user experiences. Small agile design and development teams are delivering the products that will comprise the new Land Titles cloud based digital services.
Responsibilities
- Leading business transformation activities and Product Owners in support of Land Titles Registries Modernization, inclusive of the management of numerous interrelated projects, and consultation with key stakeholders to define and prioritize product direction to deliver the highest value
- Ensuring divisional policies and programs enable and align with digitization work.
- Product Owner coordination and support to holistically develop consistent and aligned structures and mechanisms to engage staff at all levels to identify and prioritize service modernization opportunities to redesign and innovate the delivery of registry services - with a focus on improved client and employee experience and making recommendations to executive management and governing bodies.
- Undertaking / supporting assessments and developing recommendations on technology and sourcing strategies to successfully replace high-risk legacy systems in alignment with the Registries Modernization multi-year roadmap.
- Delivering modernized and digital solutions for the replacement of existing enterprise legacy systems.
- Completion of regular status reports, including monitoring product progress against schedule, costs, and contractor timesheets.
- Leading and aligning numerous interrelated Product Owner evaluation activities for Land Titles Registries Modernization to ensure outcomes and results, spanning from operational effectiveness and efficiencies realized and cost savings generated, are captured and reported.
- Providing oversight and coordination to Product Owners and professional staff who are responsible for product management, delivery, and coordination on a day to day basis. This includes oversight of staff priorities.
- Collaborating with government technology partners within the Ministry of Technology and Innovation (TI) to develop short term, medium and long term product roadmaps, strategies and plans for ongoing sustainability, and ensuring the ongoing and incremental delivery of benefits to Albertans and staff.
- Ensure the delivery of aligned and logically sequenced modernized and digital solutions for the incremental replacement of existing enterprise legacy systems
- Risk management analysis, including the development of risk mitigation strategies and recommendations to the Executive Director, and other governance structures to facilitate decision-making related to the development of new digital services.
- Identifying barriers to change and recommending mitigation strategies.
- Expert advice on the Land Title modernization options, and how it will impact the overall goals of the project, including budget, scope and timelines. Direction and monitoring of teams in the delivery of that direction.
To be successful in this role
To be successful in this role, the Contingent Resource MUST have :
- Demonstrated experience in applications providing services to Land Titles registries, along with expertise in management and oversight to ensure operational efficiency and compliance.
To be successful in this role, the Contingent Resource should have :
- Deep subject matter expertise in Land Titles services in Alberta.
- A results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.
- Knowledge of and the ability to apply and interpret complex legislations / regulations, policies, and standards.
- Ability to work collaboratively and productively to achieving outcomes.
- Strong understanding of enterprise application architecture and decomposition principles.
Note
- Per worker model below this is a Remote role, however please see details below for possible in person meetings or work sessions.
- Standard Hours of work are 08 : 15 – 16 : 30 Alberta time, Monday through Friday excluding holidays observed by the Province.
- This resource will primarily work remotely ; however, the resource may be required to attend meetings or work sessions in office on reasonable notice from the Province. This can be up to 4 times a year pending on demand. At the time of providing such notice, the Province will advise of the expected duration of any such meetings or work sessions. However, time to travel and any associated expenses to and from Edmonton and / or travel within Alberta will be at no cost to the Province.
