Analyzing and identifying:
- Analyze current DND/CAF networks and infrastructure to identify opportunities for leveraging programmed and future Cloud solutions (data centers, tactical edge, operational platforms);
- Identify existing DND/CAF efforts in Cloud implementation and gaps where future multi-level security cloud, IoMT, and Unified Data Library technologies can be integrated;
- Explore options for integration with existing efforts;
- Identify Cloud efforts by other Government Departments and DND/CAF Allies relevant to DND/CAF.
Developing and validating:
- Develop a System of Systems (SoS) concept leveraging multiple-classification clouds, integrating data architecture, automation, and IoMT;
- Validate the SoS concept through use cases such as NORAD modernization, the Continental Defence Investment Science and Technology Program, and the War in Ukraine.
Additional tasks:
- Attend meetings as requested by the TA/DND representative;
- Conduct stakeholder engagements to capture current ICT initiatives;
- Provide monthly progress reports detailing activities, status of action/decision items, and outstanding activities, including any issues requiring DND attention, recommendations, days and hours charged.
Constraints:
- Do not direct departmental or third-party personnel during contract execution;
- Avoid using GC or DND insignia on business cards or signs to prevent misperception of employment;
- Maintain current knowledge of ICT and bear training costs;
- Work hours are 7:00-17:00, Monday to Friday, with prior approval required for outside hours;
- Possess a Secret (DND/CAF) Security Clearance and approved VCR before starting;
- No travel expected unless pre-approved, in accordance with Treasury Board Travel Directive;
- On-site presence required as needed at 285 Coventry Road, Ottawa, ON;
- DND will provide a laptop and IT accessories, with all work conducted on DND IT networks;
- Fluency in English (oral and written) is mandatory;
- The primary contact will be the TA/DND representative specified in the task award.

M1 | Bachelor’s degree in Computer Science, Engineering, or equivalent from a recognized university. |
M2 | In-depth knowledge of future ICT, with at least 3 years’ recent experience developing ICT solutions. |
M3 | At least 3 years’ recent experience in developing telecommunication/ICT system alternatives. |
M4 | At least 3 years’ recent experience identifying viable business and operational system options and recommending actions. |
M5 | Minimum 6 months’ experience in assessing emerging technology capabilities against Defence requirements within the last 3 years. |
