About the Role:

Reporting to the Director, Campus Safety Services, the Special Constable contributes to a safe, secure and welcoming environment for the Brock community through crime prevention, education, and enforcement, working within a community-based security model. In exercising their duties, Special Constables uphold the values of equity, diversity, and inclusion.

Special Constable will:

• Promote goodwill and cooperation by maintaining a positive working relationship with University departments and community groups along with local law enforcement agencies.
• Liaise with Brock staff, provide support to patrol section, prepare reports, and provide guidance to the platoon.
• Follow-up on assignments, interview suspects and witnesses, and obtain statements from parties involved.
• Secure investigation scenes, search, and/or secure evidence where appropriate.
• Review Incident Reports to ensure accuracy, completeness, and conduct any follow-ups as required.
• Conduct patrols of the University, enforce the laws of the Criminal Code of Canada (CCC), provincial statutes, by‑laws, and University policy and procedures.
• Act as first responder to all calls for service and conduct arrests where appropriate.
• Promote and deliver educational programs on personal safety, crime prevention and property protection.
• Advise and support members of the community and the campus community.
• Provide assistance in security of all special events and participate in all University Fairs representing Campus Safety Services.
• Provide supervision/guidance to contract Security Guards that are assigned to the platoon.

Qualifications for the Appointment:

The selection of University Special Constables will be consistent with the CSPA, O. Reg.396/23 and University policies.

Each candidate recommended by Brock for appointment as a Special Constable must:

• Be a permanent employee of the University, or have a binding offer of employment as a Special Constable with Brock.
• Be a Canadian citizen or a permanent resident of Canada.
• Be at least eighteen years of age.
• Be physically and mentally able to perform the duties of the position, having regard to his or her own safety and the safety of members of the public.
• Be of good character.

Meet one of the following educational requirements:

• Completion of a 2-year College Diploma in Law & Security, Police Foundations, and/or acceptable service with a recognized Canadian Police service as a Peace/Police Officer.
• A university degree; a degree from a college of applied arts and technology established under the Ontario Colleges of Applied Arts and Technology Act, 2002 that is authorized to grant the degree.
• A degree from an Indigenous Institute approved under the Indigenous Institutes Act, 2017 to grant the degree.
• A diploma or advanced diploma granted by a college of applied arts and technology established under the Ontario Colleges of Applied Arts and Technology Act, following successful completion of a program that is the equivalent in class hours of a full‑time program of at least four academic semesters.
• The person has been granted a certificate or other document by a post‑secondary institution evidencing successful completion of a program that the regulations prescribe as being equivalent to a degree or diploma as described above.
• Satisfies any additional educational criteria required by the Community Safety & Policing Act or regulations under the Act; satisfies any additional criteria that may be prescribed by regulation to be appointed for the purpose specified under O Reg. 396/23, scheduled item 5; or satisfies any additional prescribed criteria (2019, c. 1, Sched. 1, s. 92 (1); 2023, c. 12, Sched. 1, s.36 (1); 2024, c. 2, Schd. 4, s. 3).

Must possess:

• An Ontario Association of Chiefs of Police (OACP) Constable or Special Constable Selection System Certificate of Results, or Ontario Police College Recruit Training Certificate.
• CPR, First Aid, AED certification.
• A Valid Police Clearance Certificate.
• A Valid Ontario driver’s license with acceptable driver’s abstract.
• Pass all screening and background checks as performed by the University.

Please note that all Special Constable training as set out in the Community Safety and Policing Act-2019 Regulation 87/24 must be completed within the first year of employment.

Key Skills and Experience:

• Relevant experience in policing or security.
• Knowledge of Criminal Code of Canada (CCC), provincial statutes, by‑laws, and applicable legislation and regulations.
• Demonstrated appreciation of the value of equity, diversity and inclusion.
• Ability to remain calm and professional under pressure, while diffusing conflict and being prepared to step forward and take control when required.
• Demonstrated computer competency with Microsoft Suite programs (Word, Excel, etc.), as well as the internet and social media platforms to support investigations.
• Strong negotiation and mediation skills.
• Ability to make decisions quickly in emergency situations (including life and death situations) and communicate effectively to impacted parties.
• Excellent organizational skills and ability to prioritize workload in a fast‑paced environment with changing deadlines.

Salary and Total Rewards:

• Job Grade K, Salary Scale ($65,657–$106,491).
• Target Hiring Range: $65,657–$70,000.
• This is a permanent position that includes:
