Job description

  • Tasks

The Contractor’s resource will perform tasks in support of the National Defence Cyber Materiel Assurance Program by primarily assessing and developing internal procedures in support of departmental, functional and stakeholder policy direction initiatives to departmental staff. These tasks may include, but are not limited to, the following:

  1. Reviewing, assessing and proposing project considerations into existing and new policy direction such as the Land Equipment Management System, Departmental Implementation Directives, L1s Functional Planning Guidance, L1s Business Plans, National Procurement Call to Estimates, Establishment Listing Reviews, and other relevant documents to ensure transparency and an adequate stakeholder understanding of the Land Cyber Materiel Assurance Program.
  2. Developing process analysis, functional specifications and nonfunctional specifications to support the development of procedural business processes.
  3. Plan and manage program risk through the development and management of a program risk management plan, the risk register, and risk analysis.
  4. Planning, researching and preparing technical documentation within a federal government military materiel acquisition environment. Technical documentation could include but would not be limited to Statements of Requirements, System Specifications, and/or User Manuals/Guides/Standard Operating Procedures.
  5. Plan and manage procurement support through the development and management of the acquisition procurement strategy and plan for technical security assessment equipment.
  6. Plan and manage program stakeholder management through the development and management of a program stakeholder management plan and its stakeholder register.
  7. Monitor the design, implementation and operations start-up of the proposed business process during the contracted period, including detailed operating instructions to staff upon contract termination.
  8. Developing communication material such as communiques, briefing notes, annual reports and treasury board submissions to support program changes and transformation.

The proposed resource must have one hundred twenty (120) months of experience in leading major capital* materiel acquisition and sustainment activities that includes a minimum of twelve (12) months of experience in each of the following criteria:

a. Leading a materiel support organization and directing the development of Treasury Board Submissions, Business Plans, A Base Reviews, and other business management processes at a divisional level.

b. Developing, managing or reviewing confidential, classified or non-classified Service Level Arrangements/Agreements.

c. Planning and developing major capital project risk assessments and supporting risk management plans and supporting tools.

*For these purposes, Major Capital is defined as supporting military weapons system acquisitions valued at over $50M.

M2

The proposed resource must have seventy-two (72) months of experience in a military materiel equipment program management support environment that includes departmental policy implementation including the following:

a. L1 planning guidance from major stakeholders, Departmental Administrative Orders Direction and Materiel Management Instructions or their equivalent.

Development of project materiel assurance multi-year costings including capital and operational requirements.
