Summary

The Solid Waste Analyst will assist with the development of and provide ongoing support for the regulatory mechanisms for the management of municipal solid waste in the region.

Key Duties & Responsibilities
  • Provides technical analysis and guidance on Environmental Resource Management policy and planning issues to internal and external partners, senior management and Committees
  • Coordinates technical and planning studies related to regulatory mechanisms for the management of municipal solid waste such as waste flow management, including licensing
  • Works with consultants and contractors to develop and complete policy investigation and data collection initiatives
  • Consults with key industry stakeholders including other levels of government, businesses, waste and recycling service providers, waste and recycling facilities, in the development of waste management policies
  • Investigates and develops processes for landfill disposal ban enforcement at the source
  • Works with stakeholders to develop model bylaws, policies and other tools to facilitate waste flow management
  • Prepares and evaluates tenders, contracts and Request for Proposals and provides direction to contracted firms
  • Works collaboratively with various stakeholders (internal and external) to achieve project goals and to further the CRD’s Solid Waste Management Plan goals and objectives.
  • Researches, analyses and drafts reports with regards to various options for long-term waste diversion
  • Researches and remains current with changes to relevant local government, provincial and federal acts, regulations, bylaws, policies and processes
  • Drafts staff reports, reports, correspondence, and other written documents
  • Follows all policies, procedures and standards of the CRD
  • Performs other related duties as required.

  • Demonstrated knowledge of legislation, authorities and Solid Waste Management planning principles, practices and procedures as they relate to the services provided.

  • Demonstrated ability to resolve complex, multi-stakeholder policy, project, and program problems
  • Experience in report writing and data analysis
  • Ability to effectively and efficiently plan, organize and manage workloads and projects, set priorities and meet deadlines
  • Excellent organizational and analytical skills
  • Ability to work well independently and as part of a team
  • Ability to interact in a tactful, diplomatic and professional manner, particularly when working with local industry, private individuals, citizen groups and government agencies
  • Proficiency and experience with word processing (MS Word), spreadsheets (MS Excel) and presentation (MS PowerPoint) software
